Vluchtelingenstroom 32

In het Bulletin of the Atomic Scientists van 20 januari 2010 schreef Hugh Gusterson, hoogleraar antropologie en internationale betrekkingen aan de George Washington University, wiens 'expertise is in nuclear culture, international security, and the anthropology of science,' het volgende:

the Cold War turned the entire United States into a suicide bomber rehearsing obsessively for the moment when we would 'push the button' and take down millions of our enemies with us. Seen in this light, Americans trained for the biggest suicide bombing mission of all.

When the bombing of Syria began in September, Obama announced with pride that Saudi Arabia, Jordan, the United Arab Emirates, Qatar, Bahrain and Turkey were all joining the US as military partners against Isis. But, as the Americans knew, these were all Sunni states which had played a central role in fostering the jihadis in Syria and Iraq.

This was a political problem for the US, as Joe Biden revealed to the embarrassment of the administration in a talk at Harvard on 2 October. He said that Turkey, Saudi Arabia and the UAE had promoted 'a proxy Sunni-Shia war' in Syria and 'poured hundreds of millions of dollars and tens of thousands of tons of weapons into anyone who would fight against Assad -- except that the people who were being supplied were al-Nusra and al-Qaida and the extremist element of jihadis coming from other parts of the world'.

He admitted that the moderate Syrian rebels, supposedly central to US policy in Syria, were a negligible military force... In Turkey, Erdogan said that so far as he was concerned the PKK was just as bad as Isis.

a year ago Newsweek reported the testimony of a former ISIS communications technician, who had travelled to Syria to fight the regime of Bashir al-Assad.

The former ISIS fighter told Newsweek that Turkey was allowing ISIS trucks from Raqqa to cross the 'border, through Turkey and then back across the border to attack Syrian Kurds in the city of Serekaniye in northern Syria in February.' ISIS militants would freely travel 'through Turkey in a convoy of trucks,' and stop 'at safehouses along the way.'

The former ISIS communication technician also admitted that he would routinely 'connect ISIS field captains and commanders from Syria with people in Turkey on innumerable occasions,' adding that 'the people they talked to were Turkish officials… ISIS commanders told us to fear nothing at all because there was full cooperation with the Turks.'

In January, authenticated official documents of the Turkish military were leaked online, showing that Turkey’s intelligence services had been caught in Adana by military officers transporting missiles, mortars and anti-aircraft ammunition via truck 'to the al-Qaeda terror organisation' in Syria.

According to other ISIS suspects facing trial in Turkey, the Turkish national military intelligence organization (MIT) had begun smuggling arms, including NATO weapons to jihadist groups in Syria as early as 2011.

The allegations have been corroborated by a prosecutor and court testimony of Turkish military police officers, who confirmed that Turkish intelligence was delivering arms to Syrian jihadists from 2013 to 2014.

Documents leaked in September 2014 showed that Saudi Prince Bandar bin Sultan had financed weapons shipments to ISIS through Turkey. A clandestine plane from Germany delivered arms in the Etimesgut airport in Turkey and split into three containers, two of which were dispatched to ISIS.
report by the Turkish Statistics Institute confirmed that the government had provided at least $1 million in arms to Syrian rebels within that period, contradicting official denials. Weapons included grenades, heavy artillery, anti-aircraft guns, firearms, ammunition, hunting rifles and other weapons — but the Institute declined to identify the specific groups receiving the shipments.

I’d like to turn to a clip from an Al Jazeera interview in August with the former head of the U.S. Defense Intelligence Agency, Michael Flynn. The host, Mehdi Hasan, questions Flynn about how much the U.S. knew about the rise of the so-called Islamic State in Syria.

MEHDI HASAN: Many people would argue that the U.S. actually saw the rise of ISIL coming and turned a blind eye, or even encouraged it as a counterpoint to Assad. In a secret analysis by the agency you ran, the Defense Intelligence Agency in August 2012 said — and I quote… 'there is a possibility of establishing a declared or undeclared Salafist Principality in Eastern Syria... and this is exactly what the supporting powers to the opposition want, in order to isolate the Syrian regime.' The U.S. saw the ISIL caliphate coming and did nothing.

MICHAEL FLYNN: Yeah, I think that what we—where we missed the point — I mean, where we totally blew it, I think, was in the very beginning. I mean, we’re talking four years now into this effort in Syria. Most people won’t even remember—it’s only been a couple years—the Free Syrian Army, that movement. I mean, where are they today? Al-Nusra, where are they today, and what have — how much have they changed? When you don’t get in and help somebody, they’re going to find other means to achieve their goals. And I think right now what we have allowed is—

MEHDI HASAN: Hold on, you were helping them in 2012, while these groups

MICHAEL FLYNN: Yeah, we’ve allowed this — we’ve allowed this extremist —  you know, these extremist militants to come in —

MEHDI HASAN: But why did you allow them to do that, General?

MICHAEL FLYNN: Those are — those are —

MEHDI HASAN: You were in post. You were the head of the Defense Intelligence Agency.

MICHAEL FLYNN: Yeah, right, right. Well, those are… Those are policy issues.

MEHDI HASAN: I took the liberty of printing out that document.

MICHAEL FLYNN: Yeah, yeah.

MEHDI HASAN: This is a memo I quoted from. Did you see this document in 2012? Would this come across your table?

MICHAEL FLYNN: Yeah, yeah, yeah. I paid very close attention to all the [inaudible] —

MEHDI HASAN: OK, so when you saw this, did you not pick up a phone and say, 'What on Earth are we doing supporting these Syrian rebels?'

MICHAEL FLYNN: Sure. I mean, that—that kind of information is presented, and —

MEHDI HASAN: And what did you do about it?

MICHAEL FLYNN: — those become — those become — I argued about it.

MEHDI HASAN: In 2012, your agency was saying, quote, 'the Salafists, the Muslim Brotherhood and [al-Qaeda in Iraq] are the major forces driving the insurgency in Syria.'

MICHAEL FLYNN: Mm-hmm.

MEHDI HASAN: In 2012, the U.S. was helping coordinate arms transfers to those same groups. Why did you not stop that, if you’re worried about the rise of, quote-unquote, 'Islamic extremism'?

MICHAEL FLYNN: Yeah, I mean, I hate to say it’s not my job, but that — my job was to ensure that the accuracy of our intelligence that was being presented was as good as it could be. And I will tell you, it goes before 2012 — I mean, when we were in Iraq, and we still had decisions to be made before there was a decision to pull out of Iraq in 2011. I mean, it was very clear what we were going to face.

When Bush said that we are fighting terrorism ‘there’ so that we won’t have to fight them ‘here,’ he was making a very distinctively American political move. It is certainly not a rhetorical trope (manier van spreken. svh) that makes any sense in Europe, [where politicians recognize that] if we begin a war between Western values and Islamic fundamentalism, in the manner so familiar and self-evident to American commentators, it won’t stay conveniently in Baghdad. It is going to reproduce itself thirty kilometers from the Eiffel Tower as well.

antropologists from Mars might note that many people in the Middle East feel about U.S. Drone attacks the way Richard Cohen (Amerikaanse columnist. zie http://stanvanhoucke.blogspot.nl/2015/11/vluchtelingenstroom-31_30.html svh) feel toward suicide bombers. The Drone attacks are widely perceived in the Middle East as cowardly, because the drone pilot is killing people on the ground from the safety of an air-conditioned pod in Nevada, where there is no chance that he can be killed by those he is attacking. He has turned combat into hunting. In this regard, the drone is the culmination of a long tradition of colonial war-fighting technologies--going back at least to the machine guns with which British and French colonial soldiers mowed down spear-carrying Africans--that ensure that the 'natives' die, in an unfair fight, in considerably larger numbers than the colonial soldiers.

Talal Asad (Amerikaanse antropoloog werkzaam aan de City University of New York. svh) suggests that the horror provoked in Western societies by suicide bombings lies in the fact that the author of the attack, through his action, a priori rules out any kind of retributive justice. By dying with his victim, coagulating (samenvallen. svh) both crime and punishment within a single action, he makes punishment impossible and thereby deactivates the fundamental resort of a form of justice conceived in the penal mode. He will never be able 'to pay for what he has done.'

The horror aroused by the idea of death administered by pilotless machines is perhaps connected to a similar perception. Gusterson goes on to say 'The drone operator is also a mirror image of the suicide bomber in that he too deviates, albeit in the opposite direction, from our paradigmatic image of combat.'

Kortom, Hoflands bewering is gezwetst.

my country is launched on a dangerous path that it must abandon or else face the consequences.

The Costs and Consequences of American Empire verklaarde Johnson:

In Blowback, I set out to explain why we are hated around the world. The concept 'blowback' does not just mean retaliation for things our government has done to and in foreign countries. It refers to retaliation for the numerous illegal operations we have carried out abroad that were kept totally secret from the American public. This means that when the retaliation comes – as it did so spectacularly on September 11, 2001 – the American public is unable to put the events in context. So they tend to support acts intended to lash out against the perpetrators, thereby most commonly preparing the ground for yet another cycle of blowback. In the first book in this trilogy, I tried to provide some of the historical background for understanding the dilemmas we as a nation confront today, although I focused more on Asia – the area of my academic training – than on the Middle East.

Het tweede boek, The Sorrows of Empire. Militarism, Secrecy, and the End of the Republic (2004) vatte Chalmers Johnson als volgt samen:

The Sorrows of Empire was written during the American preparations for and launching of the invasions and occupations of Afghanistan and Irak. I began to study our continuous military buildup since World War II and the 737 military bases we currently maintain in other people's countries. This empire of bases is the concrete manifestation of our global hegemony, and many of the blowback-inducing wars we have conducted had as their true purpose the sustaining and expanding of this network. We do not think of these overseas deployments as a form of empire; in fact, most Americans do not give them any thought at all until something truly shocking, such as the treatment of prisoners at Guantanamo Bay, brings them to our attention. But the people living next door to these bases and dealing with the swaggering soldiers who brawl and sometimes rape their women certainly think of them as imperial enclaves, just as the people of ancient Iberia or nineteenth-century India knew that they were victims of foreign colonization.

En over Nemesis. The Last Days of the American Republic (2006), het laatste boek van de trilogie schreef hij:

In Nemesis, I have tried to present historical, political, economic, and philosophical evidence of where our current behavior is likely to lead. Specifically, I believe that to maintain our empire abroad requires resources and commitments that will inevitably undercut our domestic democracy and in the end produce a military dictatorship or its civilian equivalent. The founders of our nation understood this well and tried to create a form of government – a republic – that would prevent this from occurring. But the combination of huge standing armies, almost continuous wars, military Keynesianism, and ruinous military expenses have destroyed our republican structure in favor of an imperial presidency. We are on the cusp of losing our democracy for the sake of keeping our empire. Once a nation is started down that path, the dynamics that apply to all empires come into play – isolation, overstretch, the uniting of forces opposed to imperialism, and bankruptcy. Nemesis stalks our life as a free nation.

A nation can be one or the other, a democracy or an imperialist, but it can’t be both. If it sticks to imperialism, it will, like the old Roman Republic, on which so much of our system was modeled, lose its democracy to a domestic dictatorship.

Intussen weten we beter.

Pardon?
