This week's Book of the Week is a "two-fer": Rise of the Warrior Cop: The Militarization of America's Police Forces by Radley Balko, published by Public Affairs, andConstitution for the New Socialist Republic in North America (Draft Proposal), published by RCP Publications.
 
As a broad spectrum of America's youth rises up against a seemingly endless string of police murders of unarmed Black youth, the questions arise: Why does this continue and what can be done to stop it once and for all? This week's combo book of the week digs into these questions.

The Rise of the Warrior Cop shows how the rebellious movements of the 1960s brought about the invention of the SWAT unit--which in turn led to the debut of military tactics in the ranks of police officers. Nixon's War on Drugs, Reagan's War on Poverty, Clinton's COPS program, the post-9/11 security state under Bush and Obama: by degrees, each of these innovations expanded and empowered police forces.

The Constitution for the New Socialist Republic in North America (Draft Proposal) is written with the future in mind. It is intended to set forth a basic model, and fundamental principles and guidelines, for the nature and functioning of a vastly different society and government than now exists.

As one example, in contrast to the present system under which the state can bring unlimited sources to bear against an impoverished defendant, the draft Constitution provides that 
"there shall be a Department of Legal Defense and Assistance, which shall be funded by the government, as part of the overall budget prepared by the Executive Council, but which shall in every other way be independent of, and operated independently of, the government. . . . The funds and resources allotted for this Department of Legal Defense and Assistance, including its various branches, must be at least equal to those provided, at the corresponding levels of government, for the prosecution of crimes."

What capitalist state would dare do that?
