Media Corruptie 44

Of all the enemies to public liberty war is, perhaps, the most to be dreaded because it comprises and develops the germ of every other. War is the parent of armies; from these proceed debts and taxes… known instruments for bringing the many under the domination of the few... No nation could preserve its freedom in the midst of continual warfare.
James Madison. Political Observations. 1795

Enige achtergrondinformatie:

Global military expenditure stands at over $1.7 trillion in annual expenditure at current prices for 2012… The USA with its massive spending budget, has long been the principal determinant of the current world trend, often accounting for close to half of all the world’s military expenditure…SIPRI has commented in the past on the increasing concentration of military expenditure, that is that a small number of countries spend the largest sums. This trend carries on into 2012 spending. For example,

The 15 countries with the highest spending account for over 81% of the total;
The USA is responsible for 39 per cent of the world total, distantly followed by the China (9.5% of world share), Russia (5.2%), UK (3.5%) and Japan (3.4%). […]

The USA led the rise [in military spending], but it was not alone. Of those countries for which data was available, 65% increased their military spending in real terms in 2009. The increase was particularly pronounced among larger economies, both developing and developed: 16 of the 19 states in the G20 saw real-terms increases in military spending in 2009.
— Sam Perlo-Freeman, Olawale Ismail and Carina Solmirano, Military Expenditure , Chapter 5, SPIRI Yearbook, June 2010, p.1. […]

The United Nations and all its agencies and funds spend about $30 billion each year, or about $4 for each of the world’s inhabitants. This is a very small sum compared to most government budgets and it is less than three percent of the world’s military spending. Yet for nearly two decades, the UN has faced financial difficulties and it has been forced to cut back on important programs in all areas, even as new mandates have arisen. Many member states have not paid their full dues and have cut their donations to the UN’s voluntary funds. As of December 31, 2010, members’ arrears to the Regular Budget topped $348 million, of which the US owed 80%.
— UN Financial Crisis, Global Policy Forum (last accessed June 30, 2012) […]

The UN was created after World War II with leading efforts by the United States and key allies.

Yet, the UN’s entire budget is just a tiny fraction of the world’s military expenditure, approximately 1.8%
While the UN is not perfect and has many internal issues that need addressing, it is revealing that the world can spend so much on their military but contribute so little to the goals of global security, international cooperation and peace.
As well as the above links, for more about the United Nations, see the following:
This web site’s section on the United Nations and Development looks at its role in fighting poverty and other issues, plus some of the problems it faces.

At the current level of spending, it would take just a handful of years for the world’s donor countries to cover their entire aid shortfall, of over $4 trillion in promised official aid since 1970, 40 years ago.

Unfortunately, however, as the BBC notes, poverty fuels violence and defense spending has a tendency to rise during times of economic hardship. The global financial crisis is potentially ushering in enormous economic hardship around the world.

At a time when a deep economic recession is causing much turbulence in the civilian world… defense giants such as Boeing and EADS, or Finmeccanica and Northrop Grumman, are enjoying a reliable and growing revenue stream from countries eager to increase their military might.

Both geopolitical hostilities and domestic violence tend to flare up during downturns…

Shareholders and employees in the aerospace and defense industry are clearly the ones who benefit most from growing defense spending.

Defense companies, whose main task is to aid governments’ efforts to defend or acquire territory, routinely highlight their capacity to contribute to economic growth and to provide employment.

Indeed, some $2.4 trillion (£1.5tr), or 4.4%, of the global economy 'is dependent on violence,' according to the Global Peace Index, referring to 'industries that create or manage violence' — or the defense industry…

Military might delivers geopolitical supremacy, but peace delivers economic prosperity and stability.

And that, the report insists, is what is good for business.
— Jorn Madslien, The purchasing power of peace, BBC, June 3, 2009.

As the global peace index chart shown earlier reveals, massive military spending has not led to a much global peace.

As noted in other parts of this site, unfortunately more powerful countries have also pursued policies that have contributed to more poverty, and at times even overthrown fledgling democracies in favor of dictatorships or more malleable democracies

even for the large US economy, the high military spending may not be sustainable in the long term. Noting trends in military spending, SIPRI added that the massive increase in US military spending has been one of the factors contributing to the deterioration of the US economy since 2001

[T]he lion’s share of this money is not spent by the Pentagon on protecting American citizens. It goes to supporting U.S. military activities, including interventions, throughout the world…  The Billions For “Defense” Jeopardize Our SafetyCenter For Defense Information, March 9, 2000

But it is not just the U.S. military spending. In fact, as Jan Oberg argues, western militarism often overlaps with civilian functions affecting attitudes to militarism in general.

This years’ Education at a Glance report comes at a time when countries are grappling with high levels of youth unemployment. In 2011, the average proportion of 15-29 year-olds neither in employment nor in education or training across OECD countries was 16% as compared to 20% among 25-29 year-olds. Particularly in Estonia, Greece, Ireland, Italy and Spain, growing proportion of students are neither in education nor in employment.

A major conclusion of the OECD is that educational attainment has a major impact on employability. Across OECD countries, only 4.8% of people with tertiary degrees were unemployed in 2011 as compared to 12.6% of people without an upper secondary education.

The report finds that expenditure on education per student is decreasing in most EU countries.

Had hij bijvoorbeeld Eugene Jarecki's boek The American Way of War.

Eisenhower's White House years were a period of conflicting extremes for America. Beneath the smiling veneer of a postwar boom lay the stress fractures of a society under strain. Much as policy makers decades later would fail to reap a 'peace dividend' in the wake of the Cold War, Eisenhower's America would forgo the fruits of victory from World War II as she pursued the arms race with the Soviets. Eisenhower's own measured pulse notwithstanding, the years between 1953 and 1961 saw increasing tension between the superpowers abroad and the disfiguring impact of this tension at home…

Eisenhower was the oldest serving president of his time and suffered both a heart attack and a stroke while in office. His opponents were quick to paint a portrait of him as a war-weary old soldier, struggling to keep his wits about him add those around him were losing theirs. Much as Republicans during the Bush years have sought political advantage by portraying the opposing Democrats as vein soft on terror, in Eisenhower's day Democrats accused him of being soft on the Soviets, and of allowing the United States to fall behind Moscow in the arms race.

Net zoals Mak's leugenachtige opmerking dat Europa zijn 'defensie… niet helemáál' kan 'afbreken' verhulde de paranoia in de VS onder Eisenhower 'the insidious intertwining of the interests of the military, Congress, and the defense-industrial sector that Eisenhower would so gravely come to warn the country about.'

In the spring of 1952, Lillian Hellman was ordered to Washington to appear before the House Unamerican Activities Committee (HUAC). The length of her testimony was only a few minutes more than one hour and consisted of repeatedly invoking the Fifth Amendment. Nevertheless, the experience had a chilling and sobering effect on her. So much so, it took her more than two decades to attain the necessary degree of emotional equilibrium to write about it. The result is Scoundrel Time a short, curious book.

Miss Hellman deftly describes the nightmarish environment in which she found herself once subpoenaed to testify. Like so many film industry artists who had gone before her, she knew she would be required to 'name names'; something she could never bring herself to do even though failure to do so could mean jail or further harassment… she was immediately blacklisted and her highly successful screenwriting career came to a screeching halt…

The introduction (which takes up more than 20% of the book) was written by Garry Wills and gives some historical perspective on HUAC. Wills explains how the committee was founded in 1938 but only came into its own after the Cold War era had begun.

Welnu, in zijn introductie, getiteld 'Total War' schreef Garry Wills:

America in the early 1940's fell in love with total war; and no wonder. The war was the best thing that had happened to this country in a long time. It did what the New Deal never really accomplished — carried us fully out of the Great Depression, and restored us to the boom-expansiveness of our gilded Age (term van de satiricus Mark Twain, tijdperk van 1870 tot 1900 waarin robber barons profiteerden van miljoenen straatarmen. svh). It did this by renegotiating the close relationship between business and the federal government — and in the process it expanded the federal government much farther and faster than the New Deal ever did. The nation stretched and rearranged itself — blacks moved North to new jobs, women went intro the work market, laboratories and universities and factories expanded with federal money and war programs. By virtue of our brains and effort, we made ourselves the most formidable industrial and military power in the history of the world. Even the secret of the universe's own structure — the atom — served our national goals, which were mankind's and the world's goals.

Wills:

Americans need to find morality at work behind material success. Money is justified on Horatio Alger grounds, as the reward of virtue and effort. We never doubted our right to use absolute instruments of destruction in World War II – artificially created fire storms, saturation bombing, napalm flame-throwers, both our atom bombs – to enforce our demand for unconditional surrender. Our victory must be total, because we were fighting total evil.

Wills:

We achieved that most refined of pleasures, a virtuous hate. Killing for an idea is the worst kind of killing, ideological killing. Better to hate a person, the assailant of one’s family or home, than to hate an idea. What if the idea hides behind an otherwise law-abiding and unmenacing exterior? Then one must steel oneself against all normal amenities and personal attraction. Then one launches a crusade – to be followed by an inquisition.

It is hard to climb back down from a self-righteous ‘high’ of hatred. The arrogance of victory has been a commonplace at least since Aeschylus’s time.

Wills:

Who could doubt that ours was the purest and most complete victory ever? If power corrupts, we came closer to absolute power, over the world and over our own people’s outlook, than any other nation had ever come. Why did we expect to pay no price for this?

Daarom moeten we terug naar de intellectuele integriteit van iemand als Garry Wills die de terechte vraag stelt: 'Why did we expect to pay no price for this?' daarmee doelend op het feit dat 'If power corrupts, we came closer to absolute power, over the world and over our own people’s outlook, than any other nation had ever come.'

Now power purified – and the saints are free of many restrictions imposed on those without proper doctrine.

An essential ingredient of our wartime euphoria had been the concentration of our energies upon a total enemy. In 1946 there was a reluctance to surrender that focusing device. Return to peacetime was looked at warily – wartime had become ‘normal,’ preferable to the prewar drift and sluggishness. So we maintained the draft, while Truman fought hard to impose universal military training on all young males. The OSS (voorloper CIA. svh) was loath to go out of existence. The FBI, expanded to new kinds of power against espionage at home and throughout South America, did not want to give up its new powers. Atomic research continued at full speed and in secret, keeping the issue of security checks alive into peacetime. Crusaders slow to take their armor off get itchy under it, and start to look ridiculous. What could put the moral shine back on that armor but the discovery, off on the horizon, of another Total Enemy? The reluctance of our demobilization in late 1945 explains the rush of glee (blijheid. svh) at our remobilization in early 1947. The liberal second lieutenants and intelligence officiers were back in business, and business looked liberal again. We had a world to save, with just those plans – from NATO to the Korean War – that professor Commager called ‘so wise and so enlightened.’ A thousand wartime ties, relaxed slightly in 1946 to moans of economic and psychic discontent, twanged back tight again and gave America its tonic,

The United States has been in a state of permanent, global war since Pearl Harbor. Involved in conflicts large and small, known and unknown, a moment has not passed in the last 71 years that has not involved American military personnel killing and dying somewhere in the world. That is fact. This is not a story about America's insanely bloated 'defense' budget. It is not a story about the bent priorities this nation has come to accept; to wit: more than half of every dollar collected in taxes goes to warfare and spying, a multi-trillion dollar industry, while we reel through national 'debates' about cutting health care benefits for old people and closing schools because 'we can't afford it.'

AIPAC is at it again.  Last spring, they retreated from their full-court press to pass diplomacy-killing sanctions after their efforts stalled in the Senate. Thanks to strong opposition from NIAC, our partners, and people like you, we stopped them.
But the political winds have shifted.  The new Republican Senate Majority Leader has committed to imposing new sanctions, and AIPAC is using the extension of nuclear talks as an excuse to renew their push for more punishing sanctions.
As Secretary of State John Kerry made clear last month, the U.S. and Iran are closer than ever to securing a historic agreement.
But thanks to the changes in the Senate, AIPAC is now closer than ever to securing enough votes to end this opportunity for reconciliation between the U.S. and Iran by overriding the President’s veto powers and imposing sanctions.
Have no doubt – these sanctions would 'blow up' the negotiations, as U.S. National Security Advisor Susan Rice said just yesterday.
We defeated AIPAC earlier this year, despite being outspent more than 9 to 1, and we can do it again.  But we need your support to help even the odds.
Please make a generous contribution – $50, $100, or whatever you can give – to help us raise $163,000 this month to meet our 2014 budget and ensure that we have the resources we need to preserve this opportunity for peace.
Thank you for everything you do.
