On June 6 2014, the official Russian news agency Itar Tass announced what many were expecting since at least the beginning of the Ukrainian crisis: Russian main energy company, Gazprom Neft has finally 'signed agreements with its consumers' to switch from Dollars to Euros (as transition to the ruble) 'for payments under contracts.' […]

Despite the pressures from Wall Street and its military, propaganda and political apparatus, 9 out of 10 consumers of Gazprom’s oil and gas agreed to pay in Euros. Of course, the big watershed was the Gazprom unprecedented 30-years $400Bl natural gas supply to China signed in Shanghai last May 21 in the presence of President Putin and President Xi Jinping in the middle of the Anglo-american sponsored violent destabilization of Ukraine. In fact it is improper to talk a dollar denominated $400 billion, because this 'biggest deal' will not be using dollars but the Renminbi (or Yuan) and the Russian Ruble. It links China and Russia economically and strategically for three decades, de facto (and maybe later also de jure) creating an unshakable symbiotic alliance that necessarily will involve the military aspect.

Sven Kockelmann: Terug naar de werkelijkheid: u had het net over Poetin. De meeste Europese landen besteden véél te weinig aan hun defensie-uitgaven. Dat is een belangrijk politiek onderwerp op dit moment. We dragen véél te weinig bij aan de NAVO, in ieder geval in verhouding tot de afspraken die zijn gemaakt. Als wij straks te maken krijgen met agressie uit het Oosten, wat we nog maar moeten afwachten, maar sommigen vrezen daarvoor, en het ziet er in ieder geval tamelijk eng uit, dan kunnen wij niet zonder de hulp van de Amerikanen, en de Amerikanen vinden Europa minder belangrijk tegenwoordig dan de Pacific.

Geert Mak: Het dwingt Europa om meer aan defensie uit te geven… Kijk, er is iets heel geks gebeurt. In Europa waren we zo bezig met die soft power en op een andere manier een internationale orde te scheppen, en Europa is daar heel succesvol in geweest. Alleen Poetin doet dat weer op een negentiende eeuwse manier. Het is een andere manier van denken die hij ineens weer de Europeanen door de strot douwt. Wij moeten er wel op voorbereid zijn dat her en der de negentiende eeuw ook nog heerst. Dus defensie kun je niet helemáál afbreken.

Miljarden NAVO-euro's verdwijnen in zwart gat

Miljarden NAVO-euro's verdwijnen in een boekhoudkundig zwart gat. De volksvertegenwoordigers van Nederland en de 27 andere NAVO-lidstaten weten niet hoeveel belastinggeld hun land exact uitgeeft aan het militaire bondgenootschap en wat daar vervolgens mee gebeurt. De oorzaak is een rammelende boekhouding en het bijna standaard drukken van het stempel 'geheim' op uitgaven.

De NAVO-ambassadeurs zijn op de hoogte van de rommelige boekhouding, maar dat heeft niet geresulteerd in een oplossing, stelt de Rekenkamer

Dit blijkt uit onderzoek van de Nederlandse Algemene Rekenkamer, waarvan de resultaten vandaag worden gepubliceerd op een Engelstalige website. 'Misschien verspilt de NAVO heel veel, of komen ze  veel tekort. We hebben geen idee', zegt Rekenkamer-president Saskia Stuiveling… 

Na zes jaar touwtrekken is het de Rekenkamer niet gelukt om ook maar een begin te krijgen van de omvang van de totaalbedragen die lidstaten - inclusief Nederland - hieraan kwijt zijn. Wel heeft de Rekenkamer ontdekt dat er 378 NAVO-projecten die tussen 1970 en 1994 zijn gestart nog als 'niet afgesloten' in de boeken staan. De omvang van deze achterstand is 3,3 miljard euro aan belastinggeld.

Nederland heeft 5 miljoen euro uitgegeven aan vier van deze NAVO-projecten, die financieel nooit zijn afgerond en dus ook nooit verantwoord zijn. De afgelopen twintig jaar doet Nederland voor een onbekend bedrag mee aan nog eens 32 NAVO-projecten. Stuiveling: 'De matige transparantie nu lijkt mij niet goed voor het draagvlak voor de NAVO bij de belastingbetaler.' Vandaag in de Volkskrant: Rekenkamer-president Saskia Stuiveling hamert al zes jaar op de deuren van de NAVO.

De  oproep van de Amerikaanse president Barack Obama aan Europese landen om meer te spenderen aan hun krijgsmacht en niet langer disproportioneel op de Amerikanen te leunen als het gaat om de veiligheid heeft de discussie aangewakkerd. Maar ook de spanningen in de Oekraïne maken veel los.

Dit land - op slechts 2 uur vliegafstand en gelegen aan de grenzen van de EU - laat namelijk zien dat een schijnbaar stabiele situatie zo kan omslaan en dat veiligheid helemaal niet vanzelfsprekend is. Sommigen noemen het niet voor niets een wake-up-call. Wie had immers 4 maanden geleden gedacht dat de verhoudingen zo snel konden verslechteren?

Dat geeft ook te denken. Zo liet de schrijver Geert Mak in het programma ‘Eén op één’ weten: 'We waren zo bezig met die soft power - en dat is ook goed - alleen Poetin reageert op een 19e-eeuwse manier.' Mak, ooit pacifist, meende daarom dat we 'Defensie niet moeten afbreken' en dat we 'meer moeten samenwerken met anderen.' [...]

Of we het nu leuk vinden of niet, in veiligheid en vrijheid moeten we blijven investeren. Of zoals Geert Mak in de uitzending ‘Eén op één’ concludeerde:

'Vrijheid komt niet vanzelf. Voor vrijheid moet je knokken. Moet je concessies doen. Moet je ruzie over maken. Rode koppen krijgen en uiteindelijk weer naar de stembussen sjokken. Dat is allemaal vrijheid. Vrijheid moet je verrekt alert op zijn, want anders glipt het zo door je vingers.'

Zo gebruikte Nederlands hoogste militair op 20 mei 2014 Geert Mak's propaganda. Middendorp's reactie is begrijpelijk, hoe meer belastinggeld zijn 'defensie' krijgt des te beter voor het machtig militair-industrieel complex, waarvan hij een onderdeel vormt, maar waar de oud-opperbevelhebber van de Geallieerde Strijdkrachten in Europa, generaal Dwight Eisenhower, in 1961 met klem voor waarschuwde tijdens zijn afscheidsrede, na acht jaar lang president van de Verenigde Staten te zijn geweest. Die dringende waarschuwing was overigens vergeefs aangezien het militair-industrieel complex nu, meer dan een halve eeuw later, nog veel machtiger is geworden door het feit dat de Amerikaanse buitenlandse politiek door dit complex wordt bepaald. 4 november 2012 concludeerde de Amerikaanse onderzoeker en assistant professor of history at the United States Naval Academy and a Marine reserve officer Aaron B. O’Connell, met betrekking tot de 'permanente militarisering van de Amerikaanse maatschappij':

Our culture has militarized considerably since Eisenhower’s era, and civilians, not the armed services, have been the principal cause. From lawmakers’ constant use of 'support our troops' to justify defense spending, to TV programs and video games like 'NCIS,' 'Homeland' and 'Call of Duty,' to NBC’s shameful and unreal reality show 'Stars Earn Stripes,' Americans are subjected to a daily diet of stories that valorize the military while the storytellers pursue their own opportunistic political and commercial agendas. Of course, veterans should be thanked for serving their country, as should police officers, emergency workers and teachers. But no institution — particularly one financed by the taxpayers — should be immune from thoughtful criticism.

Like all institutions, the military works to enhance its public image, but this is just one element of militarization. Most of the political discourse on military matters comes from civilians, who are more vocal about “supporting our troops” than the troops themselves. It doesn’t help that there are fewer veterans in Congress today than at any previous point since World War II. Those who have served are less likely to offer unvarnished praise for the military, for it, like all institutions, has its own frustrations and failings. But for non-veterans — including about four-fifths of all members of Congress — there is only unequivocal, unhesitating adulation. The political costs of anything else are just too high.

Het gevolg is dat wanneer men achter de schermen spreekt met hoge militairen zij meer dan eens uiterst sceptisch blijken te staan tegenover de oorlogszuchtige taal van opiniemakers als Geert Mak met zijn pathologische behoefte 'meneer Poetin' af te schilderen als een grote dreiging van zijn EU en met zijn oproep om nog meer belastinggeld aan de NAVO te spenderen, terwijl uit officieel onderzoek al jarenlang blijkt dat  'Miljarden NAVO-euro's verdwijnen in zwart gat.' Opmerkelijk daarbij is dat Mak en zijn propagandistische kornuiten al die jaren geen enkel onderzoek hebben gedaan. Ze nemen als vanzelfsprekend aan dat sinds de ineenstorting van de Sovjet Unie de NAVO niet is opgedoekt, maar in ledenaantal bijna is verdubbeld en verder oostwaarts is opgerukt richting Rusland, en dat het defensiebudget van de VS sinds de val van de Muur is verdubbeld, en dat in 2013 de defensie-uitgaven van alleen al Frankrijk, het Verenigd Koninkrijk, Duitsland en Italië tezamen ruim twee maal zo hoog waren als die van Rusland.


Bovendien verzwijgen ze het gegeven dat Rusland zich uitstrekt van de Oostzee tot de Stille Oceaan, dus een landoppervlakte moet verdedigen dat vier maal zo groot is als die van alle  EU-landen bijeen. Maar in plaats van hun huiswerk te doen, hebben de Makkianen in de mainstream-journalistiek het hoogste woord bij het legitimeren van de miljarden-verspilling aan het militair-industrieel complex. Ze eisen dat er nog meer geweld kan worden ingezet ter bescherming van de economische en geopolitieke belangen van de neoliberale elite. Al sinds de val van de Sovjet Unie verzwijgen de spreekbuizen van de elite in de commerciële massamedia dat de NAVO-beleidsmakers zich intensief voorbereiden op de komende oorlogen die de blanke, christelijke hegemonie moet beschermen. De nauwe banden tussen de Makkianen en vooraanstaande beleidsbepalers heeft hen nog corrupter gemaakt dan ze oorspronkelijk al waren, zoals ik van nabij heb kunnen constateren. 

De NAVO-ambassadeurs zijn op de hoogte van de rommelige boekhouding, maar dat heeft niet geresulteerd in een oplossing, stelt de Rekenkamer. De controleurs maken de informatie nu  openbaar om het onderwerp prominent op de agenda te krijgen van de volgende NAVO-vergadering voor parlementariërs. Zij komen in november bijeen in Den Haag. 

De NAVO stelt dat 'sommige rapporten niet openbaar zijn vanwege het vertrouwelijke karakter.' 'NAVO-bondgenoten behouden echter volledige controle over het kostenniveau en hoe het geld wordt besteed,' zegt een woordvoerder. Hij doelt op de beoordeling door NAVO-ambassadeurs in de zogenoemde Noord Atlantische Raad. Wat daar wordt besproken, is lang niet altijd openbaar voor toezichthouders zoals de Rekenkamer of parlementariërs.

Kort samengevat, een deel van het NAVO-beleid is geheim, terwijl de kosten van haar clandestine operaties in bijvoorbeeld Syrië, Libië, Irak, Iran, Afghanistan en andere landen, waar Washington via het bondgenootschap met geweld een regime-change probeert te forceren, worden gefinancierd door de NAVO-leden, die allen weliswaar 'democratisch' zijn, dat spreekt voor zich, maar niet mogen weten met welke illegale praktijken de NAVO, onder aanvoering van de VS, bezig is. Het enige resultaat is tot nu toe geweest dat al deze gewelddadige interventies zijn geëindigd in grote bloedbaden en totale chaos. Vandaar dat zelfs de parlementen van de lidstaten niet mogen weten welke nieuwe operaties, in strijd met het internationaal recht, oftewel 'vanwege het vertrouwelijke karakter,' op stapel staan. En hoewel de 'NAVO-ambassadeurs in de zogenoemde Noord Atlantische Raad,' van van alles op de hoogte zijn, inclusief 'de rommelige boekhouding,' zoals de Volkskrant de verdachte geheimhouding noemt, 'heeft [dat] niet geresulteerd in een oplossing, stelt de Rekenkamer.' En waarom niet? Omdat de NAVO-ambassadeurs en het militair-industrieel complex dit niet willen, en wel omdat hier 'hogere belangen' worden verdedigd dan de democratie. Welke die zijn, mogen de volksvertegenwoordigers 'vanwege het vertrouwelijk karakter'  niet weten, en blijven dus geheim. Door dit te accepteren hebben de democratisch gekozen 'politiek verantwoordelijken' en de 'vrije pers' van de grote commerciële conglomeraten, die allen de macht dienen te controleren, een totalitair functionerend systeem mogelijk gemaakt. En let u nu op het propagandistische taalgebruik in de mainstream-pers. De Volkskrant:

Goed initiatief

Het Nederlandse ministerie van Defensie noemt de roep van de Rekenkamer om meer transparantie een 'goed initiatief waar het kabinet positief tegenover staat' en hoopt dat 'parlementen en de bevolking zo meer zicht krijgen op hoe gelden binnen de NAVO worden besteed om onze veiligheid te waarborgen.' Defensie wijst erop dat 'alle geldstromen en uitgaven momenteel worden gecontroleerd door de IBAN', de rekenkamer van de NAVO. De verdragsorganisatie erkent dat het alleen gaat om de 'civiele budgetten die continue worden gecontroleerd'. Uitgaven voor militaire missies, zoals die in Afghanistan, of andere speciale militaire projecten vallen daar meestal niet onder. Die uitgaven vormen vermoedelijk het leeuwendeel. De NAVO maakt vanaf juli alleen enkele onderzoeksrapporten over civiele uitgaven openbaar op haar website.

In het jaar 2013 gaat het om een totaalbedrag van 2,4 miljard euro. Hoe dat totaalbedrag is samengesteld, is niet openbaar.


Met andere woorden: het dagblad de Volkskrant vertelt zijn lezers dat het 'ministerie van Defensie' meedeelt het verzoek tot democratische controle van miljarden aan belastinggeld ineens een 'goed initiatief' te vinden 'waar het kabinet positief tegenover staat.' Ik stel met nadruk: ineens, aangezien 'Rekenkamer-president Saskia Stuiveling al zes jaar op de deuren van de NAVO' heeft gehamerd, zonder dat er gehoor werd gegeven. Waarom hebben 'democratische politici' noch hun 'vrije pers' al die jaren niet een structureel onderzoek verricht naar de ware redenen van de NAVO-geheimhouding? Officieel is hun taak de democratie inhoud te geven, en dit doet men zeker niet door deel te nemen aan een 'conspiracy of silence.' Vanwaar deze 'samenzwering' in een zo belangrijke zaak als oorlog en vrede? Wel, de Volkskrant verklaart het als volgt: 

De ondoorzichtige boekhouding bij het militaire bondgenootschap ligt politiek gevoelig, omdat de defensiebegroting van vrijwel alle NAVO-landen onder druk staat. Als niet bekend is hoeveel van het Nederlandse defensiebudget exact aan de NAVO wordt besteed en of het geld effectief wordt uitgegeven, dan is ook niet helder of daarop bezuinigd kan worden. Of dat er juist meer geld bij moet.

Hoe nu? Na alle recente propaganda voor meer geld naar defensie omdat, volgens Geert Mak, 'meneer Poetin' Europa 'dwingt om meer aan defensie uit te geven,' verneemt zijn achterban 5 weken later dat het allemaal 'niet helder' is of er 'meer geld' naar de NAVO moet, omdat geen enkele volksvertegenwoordiger weet 'of het geld effectief wordt uitgegeven' en het parlement en de 'vrije pers' ook niet weet 'hoeveel van het Nederlandse defensiebudget exact aan de NAVO wordt besteed.' En toch verkondigde Mak met de grootst mogelijk stelligheid dat 'Europa... meer aan defensie' moet uitgeven, dus aan de NAVO. Waarom de 'Chroniqueur van Europa' dit beweerde is niet zo moeilijk te achterhalen. Hij is een opportunist die met elke wind mee waait, zolang het hem veel aanzien oplevert en nog meer geld. Geert Mak staat model voor de corruptie van mijn generatie. Hij is zelfs bereid geweest zijn eigen familie uit te venten, waarbij Mak zelfs de antisemitische opvattingen van zijn ouders probeerde te verbloemen. Ze wisten niet dat ze in een interbellum leefden, alsof dit een verklaring voor hun antisemitisme was. En ook Geert Mak weet niets over de dingen die hij niet wil weten. Dat de NAVO, met het oog op de wereldwijde strijd om de slinkende grondstoffen en de toenemende concurrentie op de wereldmarkten, druk doende is nieuwe oorlogen voor te bereiden, en dat die voorbereidingen natuurlijk dermate geheim moeten blijven dat zelfs niet 'bekend is hoeveel van het Nederlandse defensiebudget exact aan de NAVO wordt besteed en of het geld effectief wordt uitgegeven,' wil Mak niet weten. Dat de NAVO al langere tijd in strijd met het internationaal recht direct betrokken is bij regime-change in soevereine staten, wil Mak niet weten. Dat zijn christelijke Westen de afgelopen vijf eeuwen dankzij roof en moord zoveel kapitaal heeft geaccumuleerd dat het vandaag de dag schatrijk is, wil Mak niet weten. Dat hij zich gedraagt als een opportunistische en conformistische rotzak, wil Mak niet weten. En daarom vermijdt hij ook elke mogelijke controverse. Geert Mak is de meest perfecte collaborateur die ik ken, iemand die je in een oorlog nooit zal vertrouwen. Nog voordat er ook maar één schot is gevallen heeft hij De Ander al verraden. Inderdaad, 'De virtuele werkelijkheid kan mensen een vals gevoel van vrijheid geven, waardoor ze vergeten dat ze ook nog deel uitmaken van de harde fysieke werkelijkheid.' De harde werkelijkheid, zoals die door Mak en zijn mainstream wordt verzwegen:

It is not prudent and it is not safe to stick an iron rod into a dragon’s mouth. Whatever they say in the West about dragons… but here in Asia, the dragon is revered as the greatest fabled creature on Earth and in the sky. The dragon is wise and patient, and it hardly ever uses force first. But if treated with disrespect and aggression, it is capable of retaliating in a deadly, determined and powerful way.It is also thoroughly idiotic to go and start terrorizing a sleeping bear. It is obvious what would follow if one descended into a bear’s hole and then started poking a hibernating creature in the head. Nothing good would follow, nothing good at all.

But it appears that those who are ruling the Empire are not obsessed with prudence. They seem to be tired of tiny conflicts, which they are continuously stirring all over the globe. Libya is not enough and Congo is not enough. They need something big, really big; even much bigger than what they had already ‘achieved’ a few decades ago – like the destruction of the entire Indochina or Indonesia.

The Empire needs a mortal fight with mighty opponents.

Instead of helping to build a decent and peaceful world, it needs to cover our planet with innumerable corpses.

This time, if it will be allowed to do it, like it was some 70 years ago, tens of millions, and maybe many more, will vanish.

Once again, it would have to be a dragon and a bear, this time in unison, facing fascism and fighting for the survival of the world.

The anti-Chinese and anti-Russian propaganda howl is reaching a deafening crescendo, especially in Asia. Western media outlets are in the highest gear, spreading propaganda through both their own outlets and through their local media affiliates in the client states, mostly owned by big business.
China and Russia are now vilified, openly insulted, and blamed for the escalation of tensions in the Asia-Pacific region, and for the military build up. The entire mighty Western propaganda machine is now at work, demonizing China, Russia and other independent countries.

It is because the West is obviously pushing this planet towards the war. Not to see it would require truly great discipline.

Politicians are parading, one after another, in front of television cameras, pledging allegiance to capitalism, the Western-style regime or simply put, to the Empire. All those derogatory and inflammatory speeches against their ‘enemies’ are embarrassing, see-through, but nobody in North America and Europe is laughing, as they are becoming the norm.


Many are warning that this can lead to a world war, that the West has lost all restraint and is ready to bathe the planet in blood, once again. A quarter of century ago it appeared that with the destruction of the Eastern block and with China then increasingly on a capitalist course, the West had finally got what it had fought for centuries for – the total and absolute control of the planet.

But recently, something went ‘wrong’ for the West. Latin America rose and most of it gained freedom, then spat on the Monroe Doctrine. China began pushing for socialist reforms in medical care, education, culture and many other spheres. And Russia refused to get bullied and humiliated, reminding both Europe and North America that it is as always powerful and will not be stepped on as happened in the era of Gorbachev and Yeltsin.

North Korea and Iran (countries that have never attacked anyone in modern history) realized that the only way to survive and not to be reduced to dust is by having their own nuclear capacity.

And all these nations: several in Latin America, China, Russia, Iran, joined forces and decided: 'Never again!' Never again will they allow the world to descend to the horrors of Western colonialism.

The wet Western dream of unopposed rule over the world is beginning to disappear into thin air. Is the West going to risk the destruction of our planet simply because it cannot own it?

'Stephen Harper attacks Vladimir Putin and "evil" communism,' reported the Canadian news outlet,CBC News on 31 May 2014, in reference to the 'lengthy keynote speech' at a fundraising event that the right-wing Canadian PM gave in Toronto. The speech was spiced with 'language reminiscent of the height of the Cold War.'

Grotesquely, the President of the most aggressive country on Earth, the United States, Barrack Obama, was promising to ‘curb the aggression’ of Russia and China, two countries that have not invaded anywhere in the last few decades.

In a speech clearly aimed at provoking China, the US Defense secretary Chuck Hagel, spoke more like a thug than a politician: 'The United States will not look the other way when fundamental principles of the international order are being challenged.'

‘Which order?’ Some would ask. Was he talking about the order that is being imposed on the world from Washington and European capitals and has been for centuries, at the cost of hundreds of millions of human lives? Quite an order!

Christopher Black, a leading international criminal lawyer based in Toronto, provided an analysis for this report:

The speech made by President Obama at West Point, the American military academy, that the fulcrum of American policy will be to curb the 'aggression' of Russia and China immediately followed by his Defense Secretary Hagel in Singapore accusing China of destabilization in the South China Sea, rightly characterized by Lt. General Wang GuanZhong as 'threats and intimidation,' express the clear intent of the United States to wage war in all its aspects against the two most powerful nations that dare to develop independently of American domination.

The United States has attacked China several times since World War II, first in the Korean War, followed by decades of attempted sabotage and isolation and then by the NATO bombing of the Chinese Embassy in Belgrade in 1999. It now has continued that pressure by trying to destabilize China internally through various mechanisms of infiltration of 'human rights' groups into Chinese society and within China’s military and administrative mechanisms and a constant propaganda campaign to defame China and its people around the world. The momentum of this strategy has been stepped up with the recent attacks by fanatical Muslim groups from western China against Chinese civilians in key cities and transportation hubs and use of provocateurs to attacks Chinese interests in Vietnam, Thailand, the Philippines and Africa and the recent absurd charges against Chinese military officers for cyber attacks.

The recent events in Ukraine show that the pace of this aggression is accelerating as America attempts to complete the encirclement of Russia and China by advancing NATO to Russia’s borders and by repositioning of 60 per cent of US military assets to the Pacific.

But now the true aggressors are blaming the victims for ‘aggression’. And it is nothing new under the sun. Nazi Germany and its propagandists employed the same ‘logic’ and arguments, before and during WWII. WPR: WHAT IS THE CURRENT SIZE AND SCOPE OF NATO'S NUCLEAR WEAPONS?


Paul Schulte: Some 160-200 U.S. B61 gravity bombs are understood to be deployed in Europe and Turkey, the remains of the alliance’s Cold War arsenal of 7,000 nonstrategic nuclear weapons (NSNWs). They are often called 'NATO’s nuclear weapons,' although the latest alliance Strategic Concept states that 'The supreme guarantee . . . of security . . . is provided by the strategic nuclear forces' of the U.S., France and U.K., which are collectively much larger. The unique feature of NATO's European NSNWs is the system of 'nuclear sharing,' allowing nonnuclear allies to participate in nuclear planning and providing for certain NATO European air forces (currently Germany, Belgium, Netherlands and Italy) to deliver the B61s from their dual-capable aircraft (DCAs). The NSNWs’ value is contested, but proponents believe they strengthen the trans-Atlantic link with the U.S. strategic deterrent. This is of special importance to some Central and East European countries. Partly due to their concerns, present NSNW arrangements were confirmed at NATO's 2012 Chicago Summit, pending hoped-for negotiations to achieve reciprocal reductions in Russia's estimated arsenal of 3,700-5,400 NSNW.

WPR: WHY ARE PLANNED UPGRADES FOR NATO'S NUCLEAR WEAPONS NECESSARY, AND HOW DO THEY FIT INTO THE CONTEXT OF NATO'S NUCLEAR POSTURE?


Schulte: The variable yield B61 bomb is the only remaining nuclear weapon in the U.S. Enduring Stockpile and the only one used in the nonstrategic role. It was first produced as long ago as 1968, and a Life Extension Program (LEP) is planned, the projected costs of which have recently risen to more than $5 billion. The LEP will extend service life; consolidate multiple variants into one modification; and improve safety, security and user control of the roughly 500 B61s. A new tail subassembly is intended to raise the B61's accuracy to latest standards.
Greater accuracy could permit smaller quantities of fissile material, lower yields, less radioactivity and more-precise and more-effective strikes against hardened targets. Especially if delivered by new stealth F-35 replacement DCAs, this would offer extra operational flexibility, facilitating future reductions in overall U.S. nuclear numbers. But critics argue it would be unnecessary and unavoidably provocative in Europe.

WPR: HOW IS THE NUCLEAR WEAPON UPGRADE LIKELY TO BE RECEIVED BY NATO MEMBERS AND NON-NATO COUNTRIES, PARTICULARLY RUSSIA?


Schulte: Those NATO members -- Germany, Benelux and Norway -- who would prefer U.S. NSNWs be withdrawn from Europe argue that America could spend its money better elsewhere, but they are unlikely to oppose the LEP openly, since it improves safety and security. The upgrade program will, however, increase domestic opposition from anti-nuclear groups. Moreover, Russian denunciation can be taken for granted, given Moscow's past statements insisting on total American nuclear withdrawal from Europe as a precondition for talks on NSNW arms control. This may make negotiations to reduce numbers, increase transparency or reposition NSNWs even less likely to succeed.
