De Mainstream Pers 202

Oligarchs fear fallout of widening rift with West.

Russians grow anxious over possibility of losing access to U.S. financing.

When Vladimir V. Putin returned to the presidency in 2012, one of the first messages he sent to his political elite, many of them heads of banks and large corporations, was that the times had changed: Owning assets outside Russia makes you too vulnerable to moves by foreign governments, he told them. It's time to bring your wealth home…

Those same business titans are now contemplating the damage that could be inflicted on Russia's economy — plummeting investor confidence, a plunge in foreign investment and a still unlikely but potentially devastating ban from the Western banking system.
International New York Times. 11 maart 2014

A Russian oligarch is a near-synonym of the term 'business oligarch' or 'business magnate,' borrowed by the English speaking and western media from Russian parlance to describe the huge, fast-acquired wealth of some businessmen of the former Soviet republics (mostly Russia and Ukraine) during privatization in Russia after the dissolution of the Soviet Union in the 1990s. Businessmen with great wealth from these countries were commonly labeled (simply) 'oligarchs' in Russian regardless of whether they had real political power, as the term 'oligarch' would imply…

The political power of oligarchs arguably diminished after Vladimir Putin became president, though others have become oligarchs during his time in power and often due to personal relations with Putin, such as the rector of the institute where he obtained a degree in 1996, Vladimir Litvinenko, and Putin's childhood judo teacher Arkady R. Rotenberg (Russian). However, other analysts argue that the oligarchic structure has remained intact under Putin, with Putin devoting much of his time to mediating power disputes between rival oligarchs… In 2004, Russian Forbes listed 36 billionaires of Russian citizenship, with an interesting note: 'this list includes businessmen of Russian citizenship who acquired the major share of their wealth privately, while not holding a governmental position.' In 2005, the number of billionaires dropped to 30, mostly because of the Yukos case, with Khodorkovsky dropping from #1 (US$15.2 billion) to #21 (US$2.0 billion).

Billionaire, philanthropist, art patron and former KGB agent Alexander Lebedev has criticized the oligarchs, saying 'I think material wealth for them is a highly emotional and spiritual thing. They spend a lot of money on their own personal consumption.' Lebedev has also described them as a bunch of uncultured ignoramuses, saying 'They don't read books. They don't have time. They don't go to [art] exhibitions. They think the only way to impress anyone is to buy a yacht.' He also notes that the oligarchs have no interest in social injustice…

Oligarchs in London

A significant number of Russian oligarchs have bought homes in upscale sections of London, United Kingdom, which has been dubbed 'Moscow on Thames.' Some like Len Blavatnik, Eugene Shvidler, Konstantin Kagalovsky and Abram Reznikov, are expatriates, having left Russia permanently. Most own homes in both countries as well as property and have acquired controlling interests in major European companies. They commute on a regular basis between EU and Russia; in many cases their families reside in London, with their children attending school there. In 2007, Abram Reznikov bought one of Spain's mega recycling companies, Alamak Espana Trade SL, while Roman Abramovich, considered the wealthiest of the oligarchs, bought the English football club, Chelsea F.C., in 2003, and has spent record amounts on players' salaries.
In 2013, expatriate oligarch Leonard Blavatnik's refurbished was possibly the most expensive house in London (per sq ft.).

Marr: Now, if the press is a censoring organization, tell me how that works - you’re not suggesting that proprietors phone one another up, or that many journalists get their copy 'spiked,' as we say?

Chomsky: It’s actually... Orwell, you may recall, has an essay called 'Literary Censorship in England' which was supposed to be the introduction to Animal Farm, except that it never appeared, in which he points out 'look, I’m writing about a totalitarian society, but in free, democratic England, it’s not all that different,' and then he says unpopular ideas can be silenced without any force, and then he gives a two sentence response which is not very profound, but captures it: He says, two reasons - first, the press is owned by wealthy men who have every interest in not having certain things appear but second, the whole educational system from the beginning on through gets you to understand that there are certain things you just don’t say. Well, spelling these things out, that’s perfectly correct - I mean, the first sentence is what we expanded...

Marr: This is what I don’t get, because it suggests - I mean, I’m a journalist - people like me are 'self-censoring'

Chomsky: No - not self-censoring. There's a filtering system that starts in kindergarten and goes all the way through and -- it doesn't work a hundred per cent, but it's pretty effective -- it selects for obedience and subordination.

Marr: So, stroppy people (dwarsliggers) won't make it to positions of influence.

Chomsky: There'll be 'behaviour problems' or... if you read applications to a graduate school, you see that people will tell you "he doesn't get along too well with his colleagues" -- you know how to interpret those things.

Marr: How can you know that I'm self-censoring? How can you know that journalists are...

Chomsky: I don't say you're self-censoring - I'm sure you believe everything you're saying; but what I'm saying is, if you believed something different, you wouldn't be sitting where you're sitting.

Derk Sauer, CEO, Independent Media Sanoma Magazines, with his wife Ellen Verbeek, Cosmopolitan, Russia. 'Money makes Money!'

Verzet NRC-redactie tegen verkoop krant
door HARRY VAN GELDER
AMSTERDAM -

Daarom was Sauer zo geschikt.

The Yuppies Are Coming! This group of hipsters are among a chosen few who are defying Moscow's stacked-up odds: shortages, downward mobility and a nihilistic outlook. A new breed of Moscow youth like money, want a better life for themselves and are fending off the system which chokes so much of their city... 'I like to make money,' said 25-year-old Sterligov, founder of the Russian Millionaire's Club, who also earns hard currency. 'And money makes money.'

Wiens brood men eet diens woord men spreekt.

Hans-Dietrich Genscher: Longtime chiseler in the corridors of power. Whatever deal he offers won’t be good for the Russian people.

The release from jail of the Russian oligarch Mikhail Khodorkovsky has been celebrated as a great success for German foreign policy.
After his release from a Russian prison just before Christmas, Khodorkovsky flew directly to Berlin, where he was met at the airport by former German Foreign Minister Hans-Dietrich Genscher. As it turned out, in years of secret negotiations, Genscher had sought intensively to secure the release of the oligarch and had twice met with the Russian President Vladimir Putin, acting in close consultation with German Chancellor Angela Merkel.
Russia expert Alexander Rahr, who assisted Genscher, described Khodorkovsky’s release in the newsweekly Der Spiegel as a “triumph for German secret diplomacy”. It showed that “Germany still enjoys channels [of communication] to Moscow that the British or Americans do not have.”
The term “secret diplomacy” is itself suspicious. Ever since the First World War, it was frowned upon because secret agreements between the great powers had contributed significantly to the outbreak of war. It was then completely discredited by the Hitler-Stalin pact of 1939, with its secret clauses regarding the partition of Poland.
Rahr is regarded as Germany’s most well-known Russia expert, advising both the government and industrial corporations. His mention of “secret diplomacy” raises the question of what secret agreements are linked to the release of Khodorkovsky, and what Berlin’s objectives are in making them.
Genscher’s involvement shows that important goals are at stake. The 86-year-old Free Democratic Party (FDP) politician is a political heavyweight. He has belonged to every German government between 1969 and 1992, first for five years as interior minister and then for 18 years as foreign minister. He was involved in all the fundamental political decisions of the time, especially the dissolution of the Warsaw Pact and German reunification in 1989-90.
Genscher’s account of the release—that it was for purely humanitarian reasons—is not credible. There are tens of thousands of political prisoners worldwide who have far better humanitarian grounds to justify their release than Khodorkovsky.
While it may be true that Russia’s richest man landed behind bars because he tangled with Putin and his circle of power, that does not make him a martyr of democracy. Khodorkovsky, now 50 years old, is one of that exclusive club of oligarchs who, after the collapse of the USSR, used their starting position in the Communist Youth League to enrich themselves by means of robbery, fraud and speculation to take over formerly nationalised property. They left behind not only a social wasteland, but also many dead bodies.
Once the judicial authorities were let loose on Khodorkovsky, it was not difficult to find evidence for his conviction. In September 2011, even the European Court of Human Rights approved the actions of the Russian authorities against Khodorkovsky’s oil company Yukos. His prison sentence was at most “unjust,” because other oligarchs who had perpetrated similar crimes were spared prosecution.
What makes Khodorkovsky of interest to German politicians is his absolute commitment to the looting of social wealth. “Our compass is profit, our idol is Her Majesty, capital,” is his oft-quoted credo from the year 1993. For Khodorkovsky, freedom means primarily the unrestricted freedom of the market, including the opening up of Russia to Western capital.
This brought him into conflict with Putin, who also protects the wealth of the Russian oligarchs, but regards a strong Russian nation-state, which can also act internationally as a great power, as vital to a functioning Russian capitalism.
Probably the most important reason for Khodorkovsky’s arrest in autumn 2003 were his efforts to sell up to 50 percent of the Yukos oil company to the US corporations Exxon and Chevron. For the Kremlin, this was not acceptable. After Khodorkovsky’s conviction, Yukos was broken up and incorporated into the state-dominated oil company Rosneft, which also controls the gas monopoly Gazprom, and is now the largest energy company in the world.
The strategic role of oil and gas has changed over the last ten years. New extraction methods, such as deep sea drilling and fracking, have unlocked new deposits globally, undermining Russia’s position as an energy exporter. Putin was therefore looking for new ways of strengthening the position of Russia. The main project of his third term as president is to build a Eurasian Union. This is to be modelled on the European Union, and would include large parts of the former Soviet Union and other countries.
Before the presidential elections, Putin presented the project in a detailed article in Izvestia on October 3, 2011. He stressed that the Eurasian Union did not “entail any kind of revival of the Soviet Union … It would be naïve to try to revive or emulate something that has been consigned to history.”
Putin wrote that the Eurasian Union promised to strengthen Russia’s global position: “We suggest a powerful supranational association capable of becoming one of the poles in the modern world and serving as an efficient bridge between Europe and the dynamic Asia-Pacific region.”
At the same time, he denied that the project was directed against the European Union. Rather, the Eurasian Union would “join the dialogue with the EU.” The goal is “a harmonised community of economies stretching from Lisbon to Vladivostok.” The partnership between the Eurasian and the European Unions would “prompt changes in the geo-political and geo-economic setup of the continent as a whole, with a guaranteed global effect.”
Putin’s article triggered disquiet in the US and Europe. There was hardly a major newspaper or a think tank which did not comment on it in detail. In particular, the German and US governments concluded that their strategy—bringing large parts of the former Soviet Union under their economic and political control, increasingly isolating Russia, and strengthening their influence in strategically important Central Asia—was at risk.
Even Beijing reacted nervously. It saw Putin’s foray as a rival project to the Shanghai Cooperation Organisation, which is meant to strengthen China’s position in Central Asia.
The right-wing American think tank Heritage Foundation warned: “Russia’s Eurasian Union could endanger the neighbourhood and U.S. interests.” It advised the US and its allies in Europe and Asia, “to balance the Russian geopolitical offensive and protect U.S. and Western interests”.
At a press conference in Dublin in December 2012, then-US Secretary of State Hillary Clinton clearly indicated that the United States will not tolerate Putin’s project. There is a “move to re-Sovietise the region,” Clinton said, regarding talk of a Eurasian Union. “But let’s make no mistake about it. We know what the goal is and we are trying to figure out effective ways to slow down or prevent it.”
The EU and Germany are trying to pull former Soviet republics onto their side under the “Eastern Partnership.” This project is aimed at bringing Ukraine, Moldova, Belarus, Georgia and Armenia closer to the European Union. The EU explicitly excludes simultaneous membership of the Eurasian Union and the Eastern Partnership.
The conflict escalated last November when, at the last minute, the Ukrainian government refused to sign an Association Agreement with the EU. The agreement with the EU would have meant massive cuts in pensions and social spending, as well as gas price increases for private citizens, which the government feared it would not survive politically. On the other hand, Russia was offering the almost bankrupt country loans and gas price discounts of some $20 billion.
The EU and the US responded by massively supporting pro-European protests against President Viktor Yanukovych and his government. The UDAR party of professional boxer Vitali Klitschko, a spokesman of the opposition, is sponsored and trained by the Konrad Adenauer Foundation of Angela Merkel’s Christian Democratic Union (CDU). They do not object when Klitschko regularly stands side by side with the fascist Oleh Tyagnibok from the All-Ukrainian Association “Svoboda.”
So far, the opposition has not succeeded in forcing the government and the president, who have substantial backing in eastern Ukraine, to resign. But they are continuing demonstrations with Western support—signalling to the Kremlin that they are willing to divide the country, should it join Putin’s union. Without the 45 million inhabitants of Ukraine, the largest ex-Soviet republic after Russia, the Eurasian Union would be a rump organisation.
It is in this context that Khodorkovsky’s release must be seen. Since German reunification 23 years ago, the German government has systematically worked to gain a foothold in Eastern Europe and the ex-USSR. In this, Berlin is following the traditional thrust of German imperialism, which in the First and especially the Second World War had conquered Ukraine and parts of Russia.
Berlin has never excluded the possibility of cooperation with Putin, as long as this is on its terms. Chancellor Gerhard Schröder (Social Democratic Party, SPD) enjoyed a personal friendship with the Russian President, and attested him to be a “flawless democrat.” Now Berlin sees a new opportunity to get back in business with Putin on its own terms. While in Ukraine it supports and organises the anti-Russian protests, Berlin hopes simultaneously for a greater opening up of Russia for German capital.
This is how Alexander Rahr, Genscher’s assistant in the negotiations, interprets Khodorkovsky’s release. “If there are politicians who can influence Putin, it is the Chancellor and the former designers of German Ostpolitik ,” he wrote on 2 January in Die Welt. “The fact that Khodorkovsky was flown to Germany after his pardon shows that Putin is seeking a rapprochement with the West via Berlin.”

Tomgram: Anand Gopal, How to Lose a War That Wasn't There
[Note for TomDispatch Readers: This is really simple.  If you only read one book on America’s war in Afghanistan, it has to be Anand Gopal’s just published No Good Men Among the Living: America, the Taliban, and the War Through Afghan Eyes.  It’s an instant classic, a brilliant piece of reportage, and a stunning exploration of the lives of three Afghans (a housewife with a remarkable story, a local warlord, and a Taliban commander) behind whom lurk the Americans (mis)fighting their “war on terror.”  Mother Jones calls it “a brilliant analysis of our military's dysfunction and a startlingly clear account of the consequences.”The New York Times describes it as “devastating,” as well as “essential reading for anyone concerned about how America got Afghanistan so wrong.” It’s a tale of the Afghan War that, so many years later, has simply never been told and it couldn’t be more dramatic.  In addition, for a contribution of $100 (or more) to this site -- money we’ll use to help out future Anand Gopals -- he will sign a personalized copy of his book for you.  Check out our donation page for the details.  Finally, for those of you in New York City, Gopal is giving a free lecture about his book and the Afghan War at the Cooper Union tonight at 6:30 pm. Check it outhere. Tom]

You might think that 12-and-a-half years after it began, Washington would have learned something useful about its war on terror, but no such luck.  If you remember, back in the distant days just after 9/11 when that war was launched (or, in a sense, “lost”), the Bush administration was readying itself to take out not just Osama bin Laden and his relatively small al-Qaeda outfit but “terror” itself, that amorphous monster of the twenty-first century.  They were planning to do so in somewhere between 60 and 83countries and, as they liked to say, “drain the swamp” globally.

In reality, they launched an overblown war not so much “on” terror, but “of” terror, one that, in place after place, from Afghanistan to Somalia, Pakistan to parts of Africa, destabilized regions and laid the basis for a spreading jihadist movement.  In so many cases, as at Abu Ghraib and Guantanamo, they fulfilled Osama bin Laden’s wildest fantasies, creating the sort of recruiting posters from hell for future jihadists that al-Qaeda was itself incapable of.

So many years later, they seem to be repeating the process in Yemen.  They are now escalating a “successful” drone and special operations war against a group in that impoverished land that calls itself al-Qaeda in the Arabian Peninsula (AQAP).  The drones turn out to be pretty good at knocking off various figures in that movement, but they are in another sense like a godsend for it.  In what are called “targeted killings,” but might better be termed (as Paul Woodward has) “speculative murders,” they repeatedly wipe out civilians, including women, children, and in one recent case, part of a wedding party.  They are Washington’s calling card of death and as such they only ensure that more Yemenis will join or support AQAP.

The process of creating ever more enemies you must then kill started in Afghanistan in 2001, even if that remains news to most Americans.  Now, TomDispatch regular Anand Gopal in his new book No Good Men Among the Living: America, the Taliban, and the War Through Afghan Eyes offers a stunning history of how the U.S. fought its “war on terror” for almost a year in that country against -- quite literally -- ghosts.  In the process, it resuscitated a Taliban movement that had ceased to exist and then found itself in a conflict it couldn’t win.  It’s a story that’s never been told before, even if Washington’s second Afghan War makes no sense without it.

For many Americans, as Henry Ford so famously put it, history is bunk.  In this case, however, history turns out to be everything that matters, and the rest has proved to be bloody, painful, and costly bunk.  If you don’t believe me, read Gopal’s hidden history of the Afghan War at this website today and then get your hands on his book. Tom
How the U.S. Created the Afghan War -- and Then Lost It
The Unreported Story of How the Haqqani Network Became America's Greatest Enemy
By Anand Gopal
It was a typical Kabul morning. Malik Ashgar Square was already bumper-to-bumper with Corolla taxis, green police jeeps, honking minivans, and angry motorcyclists. There were boys selling phone cards and men waving wads of cash for exchange, all weaving their way around the vehicles amid exhaust fumes. At the gate of the Lycée Esteqial, one of the country’s most prestigious schools, students were kicking around a soccer ball. At the Ministry of Education, a weathered old Soviet-style building opposite the school, a line of employees spilled out onto the street. I was crossing the square, heading for the ministry, when I saw the suicide attacker.
He had Scandinavian features. Dressed in blue jeans and a white t-shirt, and carrying a large backpack, he began firing indiscriminately at the ministry. From my vantage point, about 50 meters away, I couldn’t quite see his expression, but he did not seem hurried or panicked. I took cover behind a parked taxi. It wasn’t long before the traffic police had fled and the square had emptied of vehicles.
Twenty-eight people, mostly civilians, died in attacks at the Ministry of Education, the Ministry of Justice, and elsewhere across the city that day in 2009. Afterward, U.S. authorities implicated the Haqqani Network, a shadowy outfit operating from Pakistan that had pioneered the use of multiple suicide bombers in headline-grabbing urban assaults. Unlike other Taliban groups, the Haqqanis’ approach to mayhem was worldly and sophisticated: they recruited Arabs, Pakistanis, even Europeans, and they were influenced by the latest in radical Islamist thought. Their leader, the septuagenarian warlord Jalaluddin Haqqani, was something like Osama bin Laden and Al Capone rolled into one, as fiercely ideological as he was ruthlessly pragmatic.
And so many years later, his followers are still fighting.  Even with the U.S. withdrawing the bulk of its troops this year, up to 10,000 Special Operations forces, CIA paramilitaries, and their proxies will likely stay behind to battle the Haqqanis, the Taliban, and similar outfits in a war that seemingly has no end. With such entrenched enemies, the conflict today has an air of inevitability -- but it could all have gone so differently.
