Obama expected to urge exclusion of Russia from group of leading nations… The anticipated step signaled a deepening condemnation of Russia's annexation of part of Ukraine and could become part of a series of punishments that might still escalate, American and other officials said…
other leaders in the group, which includes the four countries with the largest European economies, along with Japan and Canada, indicted their support for such a move.

Formerly the task was to supply the things that men wanted; the new necessity is to make men want the things which machinery must turn out if this civilization is not to perish... the problem before us today is not how to produce the goods, but how to produce the customers.

We must shift America from a needs- to a desires-culture. People must be trained to desire, to want new things, even before the old have been entirely consumed. [...] Man's desires must overshadow his needs.

Schmitt is a major figure in 20th century legal and political theory, writing extensively on the effective wielding of political power. His work has been a major influence on subsequent political theory, legal theory, continental philosophy, and political theology in the 20th century and beyond…

Schmitt joined the Nazi Party on 1 May 1933. Within days of joining the party, Schmitt was party to the burning of books by Jewish authors, rejoicing in the burning of 'un-German' and 'anti-German' material, and calling for a much more extensive purge, to include works by authors influenced by Jewish ideas. In July he was appointed State Councillor for Prussia (Preußischer Staatsrat) by Hermann Göring and became the president of the Vereinigung nationalsozialistischer Juristen ('Union of National-Socialist Jurists') in November. He also replaced Hermann Heller as professor at the University of Berlin (a position he held until the end of World War II). He presented his theories as an ideological foundation of the Nazi dictatorship, and a justification of the 'Führer' state…

Half a year later, in June 1934, Schmitt became editor in chief for the self-published newspaper 'Deutsche Juristen-Zeitung' […] in July 1934, he justified the political murders of the Night of the Long Knives as the 'highest form of administrative justice' ('höchste Form administrativer Justiz') and the authority of Hitler with 'The leader defends the law' ('Der Führer schützt das Recht'). Schmitt presented himself as a radical anti-semite and also was the chairman of a law teachers' convention in Berlin in October 1936, where he demanded that German law be cleansed of the 'Jewish spirit' ('jüdischem Geist'), going so far as to demand that all publications by Jewish scientists should henceforth be marked with a small symbol…

In 1945, Schmitt was captured by American forces and, after spending more than a year in an internment camp, he returned to his home town of Plettenberg following his release in 1946… Schmitt refused every attempt at de-nazification, which effectively barred him from positions in academia. Despite being isolated from the mainstream of the scholarly and political community, he continued his studies especially of international law from the 1950s on, and he received a never-ending stream of visitors, both colleagues and younger intellectuals, until well into his old age…

Schmitt supported the emergence of totalitarian power structures in his paper 'Die geistesgeschichtliche Lage des heutigen Parlamentarismus' (roughly: 'The Intellectual-Historical Situation of Today's Parliamentarianism,' translated as The Crisis of Parliamentary Democracy by Ellen Kennedy). Schmitt criticized the institutional practices of liberal politics, arguing that they are justified by a faith in rational discussion and openness that is at odds with actual parliamentary party politics, in which outcomes are hammered out in smoke-filled rooms by party leaders. Schmitt also posits an essential division between the liberal doctrine of separation of powers and what he holds to be the nature of democracy itself, the identity of the rulers and the ruled. Although many critics of Schmitt today, such as Stephen Holmes in his The Anatomy of Anti-Liberalism, take exception to his fundamentally authoritarian outlook, the idea of incompatibility between liberalism and democracy is one reason for the continued interest in his political philosophy.

Laatstgenoemde 'was named one of the 100 most influential Americans of the 20th century by Life magazine en is 'the father of the spinmeisters who manipulate our perceptions of politicians,' een 'profi' die al in 1928 zijn rijke opdrachtgevers leerde dat aangezien een echte democratie in een massamaatschappij onmogelijk was:

the engineering of consent the very essence of the democratic proces,' is oftewel 'the freedom to persuade and suggest... The conscious and intelligent manipulation of the organized habits and opinions of the masses is an important element in democratic society. Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country… In almost every act of our daily lives, whether in the sphere of politics or business, in our social conduct or our ethical thinking, we are dominated by the relatively small number of persons… who understand the mental processes and social patterns of the masses. It is they who pull the wires which control the public mind.

to realize fully that American 20th Century liberalism would be increasingly based on social control posing as democracy, and would be desperate to learn all the opportunities for social control that it could.
the mass media, dominated by commercial interests, would provide subservient channels through which as broad public might be schooled to a corporate point of view.

The minority has discovered a powerful help in influencing majorities. It has been possible so to mould the mind of the masses that they will throw their newly gained strength in the desired direction. Propaganda is the executive arm of the invisible government.

has only six years of schooling... [Therefore] democratic leaders must play their part in... engineering consent... Today it is impossible to overestimate the importance of engineering consent; it affects almost every aspect of our daily lives.

Professor dr.

De Amerikaanse historicus Eric Foner, Professor of History at Columbia University, schreef  in The Story of American Freedom (1998):

During the 1920s, Walter Lippmann published two of the most penetrating indictments of democracy ever written, Public Opinion and The Phantom Public, valedictories to Progressive hopes for the application of 'intelligence' to social problems via mass democracy. Instead of acting out of careful consideration of the issues or even individual or collective self-interest, the American voter, Lippmann claimed, was ill-informed, myopic, and prone to fits of enthusiasm.

The government, like advertising copywriters and journalists, had perfected the art of creating and manipulating public opinion—a process Lippmann called the 'manufacture of consent'—while at the same time consumerism was sapping Americans’ concern for public issues.

In zijn tweede boek Drift and Mastery: An Attempt to Diagnose the Current Unrest stelde hij in 1914 ondermeer:

The chaos of too much freedom and the weaknesses of democracy are our real problem. The battle for us, in short, does not lie against crusted prejudice, but against the chaos of a new freedom. This chaos is our real problem. So if the younger critics are to meet the issues of their generation they must give their attention, not so much to the evils of authority, as to the weaknesses of democracy.

In Mein Kampf schreef Hitler:

public opinions must be organized for the press if they are to be sound, not by the press... Without some form of censorschip, propaganda in the strict sense of the word is impossible. In order to conduct propaganda there must be some barrier between the public and the event. Access to the real environment must be limited, before anyone can create a pseudo-environment that he thinks is wise or desirable... Though it is itself an irrational force the power of public opinion might be placed at the disposal of those who stood for workable law against brute assertion.

De Amerikaanse hoogleraar Stuart Ewen, gespecialiseerd in Media Studies schrijft in zijn boek PR! A Social History of Spin:

Throughout the pages of Public Opinion, Lippmann had asserted that human beings were, for the most part, inherently incapable of responding rationally to their world... For Lippmann, it was not so much people's incapacity to deliberate on issues rationally that was the problem; it was that the time necessary to pursue rational deliberations would only interfere with the smooth exercise of executive power... For Lippmann, the appeal of symbols was that they provided a device for short-circuiting the inconvenience posed by critical reason and public discussion. To Lippmann, symbols were powerful instruments for forging mental agreement among people who -- if engaged in critical dialogue -- would probably disagree. 'When political parties or newspapers declare for Americanism, Progressivism, Law and Order, Justice, Humanity,' he explained, they expect to merge 'conflicting factions which would surely divide if, instead of these symbols, they were invited to discuss a specific program.'

Professor Ewen:

Lippmann added that serious public discussion of issues would only yield a 'vague and confusing medley,' a discord that would make executive decision making difficult. 'Action cannot be taken until these opinions have been factored down, canalized, compressed and made uniform.' [...] The symbol, he wrote, 'is like a strategic railroad center where many roads converge regardless of their ultimate origin or their ultimate destination.' Because of this, 'when a coalition around the symbol has been effected, feeling flows toward conformity under the symbol rather than toward critical scrutiny of the measures under consideration.' In its adamant argument that human beings are essentially irrational, social psychology had provided Lippmann -- and many others -- with a handy rationale for a small, intellectual elite to rule over society. Yet a close reading of Lippmann's argument suggests that he was concerned less with the irrational core of human behavior than he was with the problem of making rule by elites, in a democratic age, less difficult. Educated by the lessons of the image culture taking shape around him, Lippmann saw the strategic employment of media images as the secret to modern power; the means by which leaders and special interests might cloak themselves in the 'fiction' that they stand as delegates of the common good.

In zijn beroemde studie The State in Capitalist Society (1969), schreef de Britse socioloog Ralph Milliband, wiens beide zoons Labour-ministers werden:

Since the root of the problem lies not in Russian behavior but in fear for the interna] fragility of the NATO consensus, the solution cannot be achieved pri- marily by changes in Russia but would require changes in NATO. As long as NATO has been unwilling to contemplate internal reforms, it has tended to project onto Russia the blame for its own sense of fragility. That has led to a fear that Russia is trying cleverly to disrupt NATO whenever Russia tries to be friendly to NATO, a kind of inverse logic structurally similar to that of paranoia, which has interposed itself every time there is a prospect for improvement in relations. It has also led to a projection of ever-greater demands onto Russia for alleviating NATO's suspicions.

There is no legal right of veto by NATO members, nor any formal obligation for NATO to reach consensus in its day-to-day decisions. Yet NATO usually speaks as if there were both the right and the obligation. And, in the absence of regular, formal arrangements for making nonconsensus decisions, there is cause, even if expressed in an inverted causal form, for the fear of disruption.

This fear was perhaps not harmful when there was little to be done but pros- ecute the cold war; when it did its harm was when there were prospecta for end- ing the cold war and for entente. It was this fear that gave an element of plausi- bility to the formulation of Kissinger-that NATO could not continue to exist without keeping Russia as the permanent enemy against which to organize its cohesion. This formulation befit not the realism of Hans Morgenthau but that of Carl Schmitt and the 'conservative revolutionaries' of Weimar Germany, who defined the enemy-relation as the oasis of politics. The feeling of a need for an external enemy to maintain internal cohesion is an indicator of an immature polity and an unstable condition, such as led Germany to make an enemy of the entire world; it is not a normal condition of a mature democratic society. The presence of this fear in NATO is a warning sign, indicating the persistence of elements of immaturity in the NATO 'society' that the West will have to overcome. At the same time, the fact of multiple generations of the development of the Atlantic Alliance since 1900 is evidence that there is a greater basis for maturity in the alliance and more space for further evolution than most writers, looking back only to 1949, have realized.

Prior to the US invasion of Iraq in 2003 the White House failed to heed warnings from military and intelligence analysts about possible repercussions from the violent overthrow of Saddam Hussein. Now it seems the U.S. is again failing to heed warnings about the potential risks of an attack on Iran. I asked Professor Boyle his view on why the present administration ignores such warnings:

Professor Francis A. Boyle: Well you have to understand the neoconservative mentality. I went to the University of Chicago with these people, (Paul) Wolfowitz and all the rest of them, and I went through the same program, the Department of Political Science run by the neocon founder Leo Strauss. His mentor in Germany before he came to the United States was Carl Schmitt who went on to become the most notorious Nazi law professor of that benighted era who tried to justify in legal terms every hideous atrocity the Nazis inflicted on anyone.

So the neocons had been thoroughly brainwashed I would say, as they attempted to do to me at the University of Chicago, in Schmitt, and Strauss, and Nietzsche and Machiavelli. These are the people we are dealing with. They are extremely dangerous, very bright, cunning and ruthless, and they are really out to dominate and control the two thirds of the world’s hydrocarbon resources in Eurasia. –An objective that Zbigniew Brzezinski identified a while ago in his book, The Grand Chess Board.

Ondertussen bericht The Guardian:

Natural and social scientists develop new model of how 'perfect storm' of crises could unravel global system

A new study sponsored by Nasa's Goddard Space Flight Center has highlighted the prospect that global industrial civilization could collapse in coming decades due to unsustainable resource exploitation and increasingly unequal wealth distribution.

Joodse geldschieters laten Wilders vallen // Verkiezingen

Ukraine and the Crisis of International Law:

Published: Tuesday 25 March 2014
As frightening as the Ukraine crisis is, the more general disregard of international law in recent years must not be overlooked. Without diminishing the seriousness of Russia’s recent actions, we should note that they come in the context of repeated violations of international law by the US, the EU, and NATO.
Russia’s actions in Ukraine constitute a serious and dangerous violation of international law. In 1994, Ukraine agreed to give up the nuclear weapons it had inherited from the Soviet Union, in return for a solemn commitment by the United States, the United Kingdom, and Russia to protect Ukraine’s territorial integrity and sovereignty. Russia has now violated that pledge, not only harming Ukraine but also undermining the international legal framework for preventing nuclear proliferation.
Unless Russia changes course – which seems unlikely anytime soon – the global consequences are apt to be grave. The US and the European Union will impose sanctions, weakening Russia’s economy and the world economy – and stoking even more tension and nationalism. Mistakes on one side or the other could lead to violent disaster. We need only to recall the spiral of hubris and miscalculation that led to the outbreak of World War I, a century ago this year.
As frightening as the Ukraine crisis is, the more general disregard of international law in recent years must not be overlooked. Without diminishing the seriousness of Russia’s recent actions, we should note that they come in the context of repeated violations of international law by the US, the EU, and NATO. Every such violation undermines the fragile edifice of international law, and risks throwing the world into a lawless war of all against all.
The US and its allies have also launched a series of military interventions in recent years in contravention of the United Nations Charter and without the support of the UN Security Council. The US-led NATO bombing of Serbia in 1999 lacked the sanction of international law, and occurred despite the strong objections of Russia, a Serbian ally. Kosovo’s subsequent declaration of independence from Serbia, recognized by the US and most EU members, is a precedent that Russia eagerly cites for its actions in Crimea. The ironies are obvious.
The Kosovo War was followed by the US-led wars in Afghanistan and Iraq, both of which occurred without the support of the Security Council, and in the case of Iraq, despite vigorous objections within it. The results for both Afghanistan and Iraq have been utterly devastating.
NATO’s actions in Libya in 2011 to topple Muammar el-Qaddafi constituted another such violation of international law. After the Security Council approved a resolution to institute a no-fly zone and take other actions ostensibly to protect Libyan civilians, NATO used the resolution as a pretext to overthrow Qaddafi’s regime through aerial bombardment. Russia and China strenuously objected, stating then and now that NATO seriously exceeded its mandate. Libya remains unstable and violent, without an effective national government, to this day.
As Russia itself has repeatedly pointed out, US actions in Syria have been similarly illegal. When the Arab Spring protests began in early 2011, peaceful demonstrators in Syria demanded reforms. President Bashar al-Assad’s regime cracked down violently on the protesters, leading some military units to revolt. At that point, in the summer of 2011, the US began to back the military insurrection, with President Barack Obama declaring that Assad must “step aside.”
Since then, the US, Saudi Arabia, Turkey, and others have provided logistical, financial, and military support to the insurrection, in violation of Syria’s sovereignty and international law. There is no doubt that Assad has behaved cruelly, but there is also no doubt that the US-led support of the insurrection is a violation of Syria’s sovereignty, one that has contributed to an upward spiral of violence that by now has claimed more than 130,000 Syrian lives and destroyed much of the country’s cultural heritage and infrastructure.
One can add many other US actions, including drone strikes on the territory of sovereign states without their governments’ permission; covert military operations; renditions and torture of terror suspects; and massive spying by the US National Security Agency. When challenged by other countries or UN organizations, the US has brushed aside their objections.
International law itself is at a crossroads. The US, Russia, the EU, and NATO cite it when it is to their advantage and disregard it when they deem it a nuisance. Again, this is not to justify Russia’s unacceptable actions; rather, it is to add them to the sequence of actions contrary to international law.
The same problems may soon spill over into Asia. Until recently, China, Japan, and others in Asia have staunchly defended the requirement that the Security Council approve any outside military intervention in sovereign states. Recently, however, several countries in East Asia have become locked in a spiral of claims and counterclaims regarding borders, shipping lanes, and territorial rights. So far, these disputes have remained basically peaceful, but tensions are rising. We must hope that the countries of the region continue to see the great value of international law as a bulwark of sovereignty, and act accordingly.
There have long been skeptics of international law – those who believe that it can never prevail over the national interests of major powers, and that maintaining a balance of power among competitors is all that really can be done to keep the peace. From this perspective, Russia’s actions in the Crimea are simply the actions of a great power asserting its prerogatives.
Yet such a world is profoundly and unnecessarily dangerous. We have learned time and again that there is no such thing as a true “balance of power.” There are always imbalances and destabilizing power shifts. Without some scaffolding of law, open conflict is all too likely.
This is especially true today, as countries jostle for oil and other vital resources. It is no coincidence that most of the deadly wars of recent years have taken place in regions rich in valuable and contested natural resources.
As we look back in this centennial year toward the outbreak of WWI, we see again and again that the only possible route to safety is international law, upheld by the United Nations and respected on all sides. Yes, it sounds naive, but no one has to look back to see the naiveté of the belief that great-power politics will preserve peace and ensure humanity’s survival.
In the Ukraine crisis, the Security Council should help to find a negotiated solution that preserves Ukraine’s sovereignty and territorial integrity. That will not happen soon, but the UN should persevere, looking for a breakthrough at a later date. And, just as the US turns to the Security Council in this case, so it should hold itself accountable to international law as well, helping to build a bulwark against dangerous global instability.

Lucas zei
