It took him less than half a year as president to subscribe to Dick Cheney’s view on the need for the constant surveillance of all Americans. This had to be done for the sake of our own safety in a war without a visible end. The leading consideration here is that Obama, quite as much as George W. Bush, wants to be seen as having done everything possible to avoid the 'next 9/11.' He cares far less about doing everything possible to uphold the Constitution (a word that seldom occurs in his speeches or writings). Nevertheless, if you ask him, he will be happy to declare his preference for a return to the state of civil liberties we enjoyed in the pre-2001 era. In the same way, he will order drone killings in secret and then give a speech in which he informs us that eventually this kind of killing must stop.
What, then, of Obama’s commitment in 2008 to make the fight against global warming a primary concern of his presidency? He has come to think American global dominance -- helped by American capital investment in foreign countries, 'democracy promotion,' secret missions by Special Operations forces, and the control of cyberspace and outer space -- as the best state of things for the United States and for the world. We are, as he has told us often, the exceptional country. And time that is spent helping America to dominate the world is time that cannot be given to a cooperative venture like the fight against global warming. The Keystone XL pipeline, if it is built, will bring carbon-dense tar sands from Canada to the Gulf Coast, and probably Obama would prefer not to see the pipeline built. Yet it would be entirely in character for him to approve and justify its construction, whether in the name of temporary jobs, oil industry profits, trade relations with Canada, or all of the above.

EU vuurt te bescheiden raket. 
Poetin zal niet onder de indruk zijn van de Europese besluiten in reactie op zijn bezetting vans de Krim… Rusland heeft de Krim onrechtmatig bezet en daarmee de territoriale integriteit van een Europese staat geschonden. Dat volkenrechtelijk principe wordt door aansluiting nog verder geweld aangedaan. Door de voorafgaande bezetting komt dat neer op annexatie — een voor de Europese vrede uiterst gevaarlijk precedent… 
Niettemin zullen de Europese leiders op enig moment met geloofwaardige sancties moeten komen. Zij moeten de bereidheid aan de dag leggen de prijs daarvoor te betalen. Want uiteindelijk moet het belang van veiligheid en stabiliteit op langere termijn zwaarder wegen dan de economische belangen van dit moment.

Wat is het grote verschil tussen David Bromwich en Fokke Obbema? Bromwich is een onafhankelijke publicist, die als Amerikaanse intellectueel geschoold is in het geopolitieke denken van een supermacht. Fokke Obbema is een journalist van een mainstream-krant uit een klein land dat trots is op zijn opportunistische poldermodel-denken. Vandaar dat Obbema nooit ten aanzien van de Israelische annexatie van Palestijns gebied zal schrijven dat 'uiteindelijk het belang van veiligheid en stabiliteit op langere termijn zwaarder [moet] wegen dan de economische belangen van dit moment.' 

Met andere woorden: we hebben hier te maken met het typisch Hollands conformisme van een journalist uit een kleinburgerlijke cultuur die zich groter voordoet dan hij is, en die ten tijde van de Syrië-crisis stoer schreef:

Nu militair ingrijpen in Syrië aanstaande lijkt, stellen de VS de vraag: wie doet mee en wie is tegen? 
Daarentegen waarschuwde Bromwich met klem in The New York Review of Books:

After the troubling revelations of the May 8 Senate hearing on Benghazi, much remains unclear about the attack that killed four Americans last September. Were the killers aiming to prove the incompetence of American power? Or was the assault directed more specifically against CIA operations? How did the White House, the State Department, and the CIA all agree to say so early and wrongly that the attack could have been the spontaneous action of a crowd infuriated by an anti-Muslim video? Why did the administration delete from its talking points the mention of five similar attacks in Libya, and the fact that al-Qaeda-linked forces were known to be active in the vicinity?

We weten nog niet wie er verantwoordelijk is voor de inzet van chemische wapens in Syrië maar dat weerhoudt Fokke Obbema in de Volkskrant er niet van zijn conclusies al te trekken. Hij maakt een vergelijking met de schietpartijen tussen Moslimbroederschap en het leger in Egypte en roept om actie tegen zowel Egypte als Syrië. Zijn eigen deskundigen bij de krant hadden hem kunnen vertellen dat ieder ingrijpen van het westen de zaak in dit stadium alleen maar erger maken kan.
Hij vindt het onwaarschijnlijk dat het gas van de rebellen afkomstig zou zijn. Waarom zegt hij er niet bij. Voor een buitenstaander lijkt het juist waarschijnlijker dat het wel de rebellen zijn geweest. De extremisten zijn de enigen die er voordeel bij zouden kunnen hebben als het westen in zou grijpen. De kans dat dit zou gebeuren was niet gering als ze er van uit mochten gaan dat we in het westen in meerderheid mensen zouden zijn als Obbema.
Obbema meent nu ook dat de positie van Ban Ki-Moon verzwakt is door het uitblijven van een besluit in de Veiligheidsraad, terwijl het tegenovergestelde het geval is. Het gezag van de secretaris generaal is moreel en sinds Hammarskjöld hebben we niet meer een SG gehad van wie het morele gezag groter was. Een buitengewoon antwoord op het optreden van de Egyptische en Syrische machthebbers, zoals Obbema graag zou zien, betekent een lont aansteken in een kruitvat dat toch al op ontploffen stond. Ieder normaal mens zou zijn best doen olie op de golven te storten om verdere ongelukken in die regio te voorkomen, maar anders dus de Volkskrant.
En ook nu weer drukt De Volkskrant zijn onbesuisde commentaren af, ditmaal onder de krijgszuchtige kop 'EU vuurt te bescheiden raket af.' Ook deze polderjournalist lijkt niet beseffen wat een gewelddadige confrontatie tussen twee wereldmachten kan eindigen in een nucleaire holocaust. Hoe onverantwoordelijk dit slag opiniemakers, meer zijn ze niet, te werk gaan blijkt ook uit zijn pleidooi voor een oorlog wanneer Obbema beweert dat 'veiligheid en stabiliteit… zwaarder' moet 'wegen' dan wat dan ook. Op welke wijze Rusland door de bezetting van de Krim, dat lange tijd Russisch grondgebied was, de 'veiligheid en stabiliteit' van Europa bedreigt, daarover zwijgt hij. De Russische politieke elite is banger voor de NAVO die steeds verder oostwaarts oprukt dan de NAVO voor Rusland. Bovendien heeft Rusland gruwelijke ervaringen met Europese invallen, dus vreest de bevolking terecht het geplande NAVO-lidmaatschap van Oekraïne. Ook daarover zwijgt Obbema, omdat deze informatie niet past in zijn propaganda voor een gewapend conflict. Ik weet niet hoe oud deze opiniemaker is, maar op een portretje van hem lijkt hij mij rond de 40 jaar te zijn, dus behorend tot een generatie die in overvloed en vrede is opgevoed. Misschien wel bevangen door verveling hunkert hij naar een groots en meeslepend leven, en lijkt hij op zoek te zijn naar de spanning van een jongensboek, want wat een oorlog werkelijk betekent beseft onze Kuifje niet; hij heeft nooit de gevolgen ervan aan den lijve ondervonden. Obbema waarschuwt Poetin voor de laatste maal. Veel volwassener reageren kritische intellectuelen uit grote naties, mensen als David Bromwich of iemand als de grote H.L. Mencken die zijn publiek erop wees dat 
The whole aim of practical politics is to keep the populace alarmed -- and hence clamorous to be led to safety -- by menacing it with an endless series of hobgoblins, all of them imaginary.
Op zijn beurt waarschuwde generaal Douglas MacArthur in 1957:
Our government has kept us in a perpetual state of fear--kept us in a continuous stampede of patriotic fervor-with the cry of grave national emergency. Always there has been some terrible evil at home or some monstrous foreign power that was going to gobble us up if we did not blindly rally behind it.
Al dan niet bewust speelt de huidige generatie opiniemakers met vuur. Het schijnt niet tot ze door te dringen dat in een moderne oorlog niemand wint, dat iedereen verliest en allereerst ongewapende burgers. In zijn boek Thirteen Days: a Memoir of the Cuban Missile Crisis (1969) schreef Robbert Kennedy, de voormalige minister van Justitie en broer van de president over het moment dat in 1962 van Sovjet vrachtschepen waren ontdekt, die met kernraketten naar Cuba op weg waren:
That was the beginning of the Cuban missile crisis-a confrontation between the two giant atomic nations, the U.S. and the U.S.S.R., which brought the world to the abyss of nuclear destruction and the end of mankind… We saw as never before the meaning and responsibility in the power of the United States, the power of the President, the responsibility we had to people around the globe who had never heard of us, who had never heard of our country or of the men sitting in that room determining their fate, making a decision which would influence whether they would live or die.
Voor het eerst in de geschiedenis had één individu op aarde de macht in handen gekregen om de hele mensheid uit te roeien. Sterker nog: een nucleaire holocaust dreigde ook daadwerkelijk, en dat gevaar duurde dertien dagen lang. De VS en de Sovjet Unie stonden op het punt in een nucleaire oorlog te worden gezogen, aangezien – in de woorden van Robert Kennedy – ‘an irreversible chain of events could occur against our will. The President does not know how long he can hold out against our generals.’ Geen enkel zinnig mens wil een situatie creëren waarin dat leidt tot de uitroeiing van de mensheid. Maar nadat beide partijen water in de wijn hadden gedaan was het Amerikaans militair industrieel complex woedend.

‘We’ve been had!’ yelled then Navy Chief George Anderson upon hearing on October 28, 1962, how JFK ‘solved’ the missile crisis. Admiral Anderson was the man in charge of the very ‘blockade’ against Cuba.

‘The biggest defeat in our nation’s history!’ bellowed Air Force Chief Curtis Lemay, while whacking his fist on his desk.

‘We missed the big boat,’ said Gen. Maxwell Taylor after learning the details of the deal with Khrushchev.

Onder andere Curtis Lemay, hoofd van de Amerikaanse Luchtmacht, was fervent voorstander van de onmiddellijke inzet van nucleaire wapens.

During the Cuban Missile Crisis in September 1962, LeMay wanted to bomb nuclear sites in Cuba. When John F. Kennedy asked LeMay how the Soviet Union would respond if the United States bombed their missiles in Cuba. He replied that they would ‘do nothing’. Kennedy argued for a blockade of Cuba. LeMay responded by accusing the president of acting like Neville Chamberlain during the Munich Crisis and that the blockade scheme as ‘almost as bad as the appeasement at Munich’.

Dobbs (Amerikaanse journalist/auteur svh) quotes Dino Brugioni, ‘a key member of the CIA team monitoring the Soviet missile buildup,’ who saw no way out except ‘war and complete destruction’ as the clock moved to ‘one minute to midnight,’ the title of his book.  Kennedy’s close associate, historian Arthur Schlesinger, described the events as ‘the most dangerous moment in human history.’ Defense Secretary Robert McNamara wondered aloud whether he ‘would live to see another Saturday night,’ and later recognized that ‘we lucked out’ -- barely.


Naderhand verklaarde de toenmalige minister van Defensie Robert McNamara dat tijdens de Koude Oorlog de wereld tot driemaal toe ‘op het nippertje’ aan de wederzijdse verzekerde vernietiging’ was ontsnapt waarvan de Cuba Crisis er één van was geweest. 26 October 1962 werd door de B-52 piloot, majoor Don Clawson, als ‘the most dangerous moment’ genoemd. De B-52 was een NAVO bommenwerper uitgerust met kernwapens.  ‘B-52s on airborne alert’ met nucleaire wapens ‘on board and ready to use.’  26 Oktober was de dag toen ‘the nation was closest to nuclear war,’ schrijft Clawson in zijn ‘irreverent anecdotes of an Air Force pilot.’ Als direct betrokkene was hij die op die dag ‘in a good position to set off a likely terminal cataclysm.’ Hij concludeerde dat

We were damned lucky we didn't blow up the world – and no thanks to the political or military leadership of this country.

Na deze confrontatie schreef Anatoly Dobrynin, de toenmalige Sovjet-ambassadeur in Washington, in een rapport aan Chroesjtsjov dat hij op het hoogtepunt van de crisis in het geheim Robert Kennedy had ontmoet en van hem had vernomen dat de Amerikaanse president oprecht streefde naar deëscalatie  en vrede. Dobrynin:

Robert Kennedy looked exhausted. One could see from his eyes that he had not slept for days. He himself said that he had not been home for six days and nights. 'The President is in a grave situation,' Robert Kennedy said, 'and does not know how to get out of it. We are under very severe stress. In fact we are under pressure from our military to use force against Cuba. Probably at this very moment the President is sitting down to write a message to Chairman Khrushchev. We want to ask you, Mr. Dobrynin, to pass President Kennedy's message to Chairman Khrushchev through unofficial channels. President Kennedy implores Chairman Khrushchev to accept his offer and to take into consideration the peculiarities of the American system. Even though the President himself is very much against starting a war over Cuba, an irreversible chain of events could occur against his will. That is why the President is appealing directly to Chairman Khrushchev for his help in liquidating this conflict. If the situation continues much longer, the President is not sure that the military will not overthrow him and seize power. The American army could get out of control.’

Kortom, volgens de betrokkenen was de hele mensheid op het nippertje ontsnapt aan 'nuclear destruction and the end of mankind,' en wel omdat ‘an irreversible chain of events could occur against our will.' Dit toont aan hoe absurd de opvattingen zijn van opiniemakers als Fokke Obbema. Met zijn pedante en opgewonden toon beseft hij niet dat bij dergelijke crises een proces op gang wordt gebracht waar niemand meer een greep op heeft, en de partijen volledig afhankelijk zijn geworden van elkaar's gezonde verstand of juist het ontbreken daarvan. Luitenant-kolonel b.d. van de Amerikaanse luchtmacht, William Astore,  wiens 'books and articles focus primarily on military history' wees in een artikel van 20 oktober 2013 in dit verband op het volgende:

Once upon a time, as a serving officer in the U.S. Air Force, I was taught that Carl von Clausewitz had defined war as a continuation of politics by other means.  This definition is, in fact, a simplification of his classic and complex book, On War, written after his experiences fighting Napoleon in the early nineteenth century.

The idea of war as a continuation of politics is both moderately interesting and dangerously misleading: interesting because it connects war to political processes and suggests that they should be fought for political goals; misleading because it suggests that war is essentially rational and so controllable.  The fault here is not Clausewitz’s, but the American military’s for  misreading and oversimplifying him.

Desondanks meent polderjournalist Obbema dat 'oorlog de voorzetting [is] van politiek met andere middelen,' onwetend over het feit dat dit misschien ten tijde van Napoleon opging, maar absoluut niet in het nucleaire tijdperk, waarin massavernietigingswapens geen onderscheid maken tussen combattanten en non-combattanten. Fokke Obbema met zijn stelling dat de 'EU' een 'te bescheiden raket [vuurt],' omdat de Europese Unie het conflict probeert op te lossen via een diplomatieke weg en met sancties, is als een kind dat met vuur speelt. Zijn betweterige zelfgenoegzaamheid komt voort uit het feit dat hij niet doorheeft slechts als pion te fungeren in een krachtenspel waarvan hij weinig begrijpt. Obbema meent voor de democratie te strijden wanneer hij voor acties pleit waarvan in elk geval hij de consequenties niet kan overzien. En dat terwijl die democratie niet is wat ze lijkt te zijn. Zoals ik in de vorige aflevering duidelijk probeerde te maken waarschuwde de Amerikaanse propagandist Edward Bernays de westerse plutocratie al bijna een eeuw geleden voor de gevaren van de democratie. Een ware democratie gaf namelijk grote groepen burgers een greep op hun eigen toekomst, en deze ontwikkeling zou de macht van de politieke en economische elite drastisch inperken. In 1947 schreef Bernays een artikel voor Annals of the American Academy of Political and Social Sciences, getiteld The Engineering of Consent. Daarin stelde Bernays dat 'the engineering of consent is the very essence of the democratic proces, the freedom to persuade and suggest.' Het zal duidelijk zijn dat die 'freedom' alleen in handen kan zijn van de machtigen en rijken, die de materiële middelen bezitten om die 'freedom' vorm en inhoud te geven. Voor alle duidelijkheid wees Bernays erop dat de gemiddelde Amerikaan 

has only six years of schooling... [Therefore] democratic leaders must play their part in... engineering consent... Today it is impossible to overestimate the importance of engineering consent; it affects almost every aspect of our daily lives.


Voor zijn baanbrekende wetenschappelijke bijdragen werd Bernays in 1949 geëerd door de American Psychological Association. Hoe invloedrijk de inzichten van Bernays waren, werd hetzelfde jaar nog eens duidelijk gemaakt door Fortune. De redactie van dit tijdschrift stelde zonder enige ironie dat 

it is as impossible to imagine a genuine democracy without the science of persuasion [ i.e. propaganda] as it is to think of a totalitarian state without coercion. The daily tonnage output of propaganda and publicity... has become an important force in American life. Nearly half of the contents of the best newspapers is derived from publicity releases; nearly all the the contents of the lesser papers... are directly or indirectly the work of PR departments.

In 1933, het jaar dat Hitler democratisch aan de macht kwam, schreef de gezaghebbende Amerikaanse hoogleraar Harold Lasswell in de Encyclopedia of the Social Sciences dat aangezien de 'masses are still captive to ignorance and superstition' de komst van de democratie 'compelled the development of a whole new technique of control, largely through propaganda.' Want, zo stelt Lasswell, propaganda is 'the one means of mass mobilization which is cheaper than violence, bribery or other possible control techniques.' En om een hoog technologische massamaatschappij zo efficient mogelijk te laten draaien is propaganda de goedkoopste en veiligste manier voor de elite om de massa gehoorzaam te houden. Let wel, Lasswell was geen marginale figuur met malle opvattingen. Hij werd en wordt nog steeds alom bewonderd. Dit is wat de Nederlandse versie van Wikipedia over hem meldt:

Lasswell was één van de meest creatieve en invloedrijke wetenschappers van zijn tijd.Door gebruik te maken van een scala van psychologische en sociologische methoden in een discipline die tot dan toe alleen gebruik maakte van historische, juridische en filosofische methoden werd Harold Lasswell de grondlegger van de hedendaagse politieke wetenschap en met name de politieke psychologie. Ook op het gebied van de communicatiewetenschappen heeft hij met zijn communicatiemodel een grote invloed gehad. Op het gebied van beleidsstudies was het Harold Lasswell die de richting aangaf met de omschrijving waaraan deze (toen) nieuwe discipline moest voldoen (multi-disciplinair, probleem oplossend, expliciet normatief).

Als een van de meest gezaghebbende adviseurs van de elite verklaarde Lasswell dat propaganda onmisbaar was in een democratie omdat 'men are often poor judges of their own interests' en dus bewerkt moeten worden om zaken te steunen die ze normaal niet zouden steunen. De commerciële massamedia spelen in dit proces een doorslaggevende rol, dat was en is nog steeds de algemene opvatting van de toonaangevende westerse intellectuele elite. Ook de invloedrijke Lippmann, een fervent adept van de imperialistische presidenten Theodore Roosevelt en Woodrow Wilson, was uiterst sceptisch over de mogelijkheid van een ware democratie in een complexe moderne samenleving. Het gewone volk kon zijn eigen belangen niet zomaar gaan formuleren, want dan zou het een chaos worden. Het publiek mocht tijdens verkiezingen zijn stem geven aan - door coöptatie gekozen – beleidsbepalers en verder niets. Om dit proces mogelijk te maken en zo glad mogelijk te laten verlopen, moest de pers worden gebruikt. Zij was verantwoordelijk voor ‘het fabriceren van consensus… een zelfbewuste vaardigheid en standaard instrument van een regeringen die namens het volk besturen.’ Keer op keer onderstreepte Lippmann het belang dat journalisten — in de woorden van VN-hoofdredacteur Frits van Exter — de juiste ‘reflexen’ ontwikkelden en voldoende ‘geconditioneerd’ zouden worden waardoor ‘de aandacht van de media natuurlijk voor een belangrijk deel gestuurd’ kon worden door de politieke machten.’ Lippmann besefte de propagandistische waarde van een gecontroleerde pers, die er diep van doordrongen is dat ze ‘moet… kiezen,voor de machtigen die hen status en inkomen verschaffen.

Maar niet alleen Lippmann, die onder president Woodrow Wilson als assistent van de minister van Oorlog diende, was negatief over de wenselijkheid van een echte democratie. Het was de heersende opvatting in brede kringen van de Amerikaanse elite. Zo verklaarde Robert Lansing, minister van Buitenlandse Zaken onder president Wilson, dat de grote massa van de bevolking onwetend en geestelijk onvolwaardig’ was en dus via de pers in de juiste richting gemanipuleerd moest worden. En ook Reinhold Niebuhr, hoogleraar Praktische Theologie uit New York, de ‘officiële theoloog van het establishment,’ waarschuwde voorde domheid van de gemiddelde mens… het proletariaat,’ dat niet de rede volgde maar het geloof en daarom door de media gevoed moest worden met ‘emotioneel krachtige oversimplificaties,’ die dienden om de ‘noodzakelijke illusie,’ in stand te houden. De illusie dat de VS een echte democratie was, waarbij iedere burger in alle vrijheid de politieke koers van zijn land kan bepalen, en de pers 'onafhankelijk' is. Dezelfde illusie die bijvoorbeeld de betaalde opiniemaker Fokke Obbema verspreidt. Volgens Niebuhr moet men ‘de verantwoordelijkheden van de macht onder ogen zien,’ zodat de ‘noodzakelijke illusie’ kon blijven bestaan. Die was noodzakelijk wilde de economische en politieke elite ongestoord haar werk kunnen doen, wat in de praktijk neerkwam op het uitbuiten en onderdrukken van het ‘proletariaat’ dat wereldwijd onwetend en geestelijk onvolwaardig’ was. Het volk moest door de media gedisciplineerd worden en gedirigeerd, anders zou de westerse beschaving ten onder gaan, zo vreesde Niebuhr. Het resultaat van deze strategie is niet uitgebleven, want ondanks, of beter nog, juist dankzij de overvloed aan massamedia is de constatering van de Britse auteur John Berger correct dat 

er grote delen van de… arbeiders en middenklasse bestaan die zich niet helder kunnen uitdrukken als gevolg van de grootscheepse culturele deprivatie. De middelen om datgene wat ze weten te vertalen in gedachten is hen ontnomen… Ze bezitten geen voorbeelden die ze kunnen volgen, waarbij woorden ervaringen duidelijk maken.

Een uurtje de mainstream media volgen is voldoende om te weten hoe het komt dat een dwaze opiniemaker als Fokke Obbema publiekelijk kan suggereren dat een gewapend conflict tussen Europa en Rusland onvermijdelijk is, als de Russen niet doen wat het Westen beveelt. Natuurlijk verzwijgt hij ook nog dat de elite in Washington en Wallstreet wel degelijk landen mag binnenvallen zonder dat hij en zijn medepropagandisten 'geloofwaardige sancties' eisen, dus keiharde 'straffen.' Het gevaar van de mainstream-opiniemakers werd al een halve eeuw geleden beschreven door de Amerikaanse socioloog C. Wright Mills:

het doel van de opinie-organisatoren [is] om de bevolking in een voortdurende staat van emotionele onderworpenheid te houden... Immers, als het maar eenmaal gelukt is om een mentaliteit van volgzaamheid en gehoorzaamheid te kweken, is het niet moeilijk meer om de mensen te doen geloven en te doen voelen wat men maar wil.

Eén van 's werelds bekendste onderzoeksjournalisten, John Pilger, waarschuwde daarbij voor het volgende:

On August 24, 2006 the New York Times declared this in an editorial: ‘If we had known then what we know now the invasion if Iraq would have been stopped by a popular outcry.’ This amazing admission was saying, in effect, that journalists had betrayed the public by not doing their job and by accepting and amplifying and echoing the lies of Bush and his gang, instead of challenging them and exposing them. What the Times didn’t say was that had that paper and the rest of the media exposed the lies, up to a million people might be alive today. That’s the belief now of a number of senior establishment journalists. Few of them—they’ve spoken to me about it—few of them will say it in public.

How crazy will Americans get over Ukraine?
If too many people get sucked in by the current, distorted media coverage of events unfolding now in Ukraine, then there’s a good chance life will get very ugly for a lot of innocent people, since one of the logical end points is the use of nuclear weapons. Everyone in power knows that’s a potential reality, but the urge to demagogue the Russians is presently overwhelming honesty and caution.
Ukraine is NOT a real place. Ukraine has never been a real place, not in the sense that Madascar or Cuba are both undeniably real places with real edges. Ukraine has no real edges, just lines on a map imposed by some treaty or army over the past several thousand years. To speak, as the more pompous do, of Ukraine’s “territorial integrity” is to speak of an imaginary construct, useful for blurring people’s minds for political purposes.
Ukraine in recent years has been what the power brokers of the disintegrating Soviet Union decided to let it be in 1991. Ukraine has no coherent history as a nation. First inhabited some 44,000 years ago, most of the region’s history is as occupied territory.
Russia’s history of maintaining a military presence in Crimea is older than United States history. The Russian Black Sea Fleet has been based in Sevastopol in Crimea continuously since 1783. For the Russians, this is a crucial warm water port, currently leased from Ukraine till 2042.
To understand what this means to the Russians, it probably matters more to them than the United States would care if the Cubans decided to threaten the Naval Base at Guantanamo, and we know that wouldn’t have a happy ending.
Is anyone involved in Ukraine NOT to blame for something?
In spite of its history as a subjugated non-state, Ukraine has managed something like a functioning democratic government from time to time in recent years. Now is not one of those times. The elected president, Viktor Yanukovych, was by all accounts corrupt, but he was elected. Although the process was somewhat messy, he was duly elected in 2010 with almost 49% of the vote, concentrated in Russian-populated eastern Ukraine and Crimea.
Now Yanukovych has been deposed, perhaps justly, but by an unjust process spearheaded by a street mob and a disenthralled parliament. The parliament has appointed an acting president and Yanukovych is in asylum in Russia. It’s not clear that Ukraine now has a legitimate government of any sort.
The Ukrainian presidential crisis, which is ongoing, is surely the result of longstanding, internal Ukrainian faultlines, ethnic, political, and economic. And the crisis is even more surely the result of deliberate, years-long interference in the internal affairs of Ukraine by the United States, the European Union, NATO, and other western forces, as Robert Parry has described. Ukraine appears to be the latest victim of those New American Century conspirators who brought the world such success in Afghanistan, Iraq, Honduras, and Syria (home to another Russian warm water port and their only Mediterranean base).

That front page headline in the Times is, perhaps, less inflammatory than others elsewhere, but it was five columns wide and deploying “Kremlin” that way is pure Cold War journalism. As for accuracy, it’s close – even if it doesn’t acknowledge that Russian troops have long been based in Crimea and “seize” is a hyperbolic rendering of an unopposed deployment which may even have been welcomed by most of the population.
The subhead – “REBUFF TO OBAMA” – is essentially propaganda, as it tries to make the president personally relevant to a situation that has its own dynamic. It’s also propaganda insofar as it tries to make this an American crisis to which we’re supposed to respond, rather than one we promoted for reasons that remain obscure.
The Times offers some idea of why Russia might be wary, but that’s deep in an inside sidebar, not the front page story. The deadpan tone hides a host of implied threats to Russian stability and safety:
“Ukraine had accomplished some military reform with NATO advice, but since President Yanukovych said that Ukraine was not interested in full NATO membership, cooperation has lagged, the NATO official said. Ukraine has, however, taken part in some military exercises with NATO, contribute some troops to NATO’s response force and helped in a small way in Libya.”
In other words, the “pro-Russian” Yanukovych was contributing to NATO, albeit in a small way that might even have been part of a balancing act reflecting Ukraine’s unfortunate but inescapable geographic location bordering both Russia and NATO members Hungary, Slovakia, and Poland. As far as the NATO allies were concerned, Ukraine’s effort to be a buffer state with good relations with all its hostile neighbors was not enough. Both NATO and the European Union were pressuring Ukraine to choose sides, NATO’s side. How did they honestly expect Russia to react, sooner or later?
These provocations have gone on for years in different forms, apparently with President Obama’s blessing, since he apparently did nothing, or nothing effective, to mitigate or even stop the relentless instigation of Ukrainians toward violence. In mid-December 2013, former Democratic congressman Dennis Kucinich warned of the trap Ukrainian demonstrators in Independence Square were headed toward.
The fascist, neo-Nazi, ethnic cleansing forces in Kiev and western Ukraine do not control the government at this point, but they control the streets and they are the most armed and organized of the factions in Ukraine. They provided many of the shock troops in recent confrontations with police at Independence Square.
Concern about the possible rise to power of right-wing forces contributed to the decision by Crimean authorities to reject the legitimacy of the Kiev government and establish de facto control of Crimea as, effectively, a temporary independent and autonomous province of Ukraine. After that, Sergei Aksyonov, prime minister of Crimea, asked the Russians for help safeguarding the region.
Aksyonov also announced that Crimea would hold a public referendum on independence on March 30.
The government in Kiev mobilized the military to defend Ukraine and dispatched some troops to Crimea. There the majority of those troops reportedly joined the forces of the Crimean autonomous region.

The usually brilliant David Remnick somehow sees this multi-faceted, low level, uncertain and ambiguous situation as a “war.” Since no shot had been fired by the time he wrote about what he called a “demonstration war,” that made it an especially interesting demonstration.
“Putin’s reaction exceeded our worst expectations,” Remnick wrote, suggesting that no one had realistic expectations. For this statement to be true, “we” must have been delusional. Remnick must know that a rational person’s expectations when provoking a huge nuclear power would have to be extreme – or detached from reality.
What did anyone expect Russia to do in the face of perennial probes affecting its vital interests, real or perceived? Writing with a Cold War approach that denigrates or omits anything that makes sense of Russian behavior, Remnick compares the Russian deployment in Crimea to Georgia in 2008, Afghanistan in 1979, Checkoslovakia in 1968. He omits any mention of Sevastopol or NATO. He argues instead that this is all about Putin’s psyche.
Without doubt, Putin’s Russia has its horrors, but not everyone is blinded by them, any more than they are blinded by American horrors. Writing in Haaretz on February 25, before Ukraine fully came apart, Amatzia Baram wrote with clear-eyed analysis of the developing situation:
If Ukraine degenerates into chaos, Russia’s naval base in Sevastopol will be in danger. If that happens, Putin may have an interest in seeing Ukraine split, for he will have no choice but to seize control somehow – perhaps with the services of a loyal Ukrainian politician – of Sevastopol and the surrounding area, or even of Eastern Ukraine, including the Crimean Peninsula where it is situated.
The United States does not bear the sole responsibility for de-stabilizing Ukraine and risking a nuclear power confrontation, but there is little doubt that if the United States had not been an eager co-conspirator in twenty years of increasingly reckless global expansionism we wouldn’t be in this current quandary.
But here we are, headed into another media wonderland where the actual context of putting missiles near another country’s borders is expected to elicit a reaction different from the one the Russians would get if they tried to finagle Mexico into a military alliance or base missiles in Canada.
Come on, people, keep your wits about you. American exceptionalism isn’t always such a good thing.

In the absence of sacrifice, Americans willingly supply an overabundance of plastic patriotism - of cheap, utterly convenient, symbolic gestures that have the cumulative effect of bestowing a near-demigod status upon the men and women of the US armed forces. Coupled with historically unprecedented, prolonged exposure to the extreme conditions of war, this transformation into the human embodiment of American virtue and selflessness effectively cordons them off from our society. We thus help create a literal American military class, dangerously and unfairly set apart from the country it ought to feel most attached to. (As one recent example of this divide, most Americans could not have cared less about the retaking of Fallujah by al-Qaeda insurgents and their Iraqi Sunni allies this past month, though for the Marines who endured the intense, close combat battles of the 2004 campaign there, nothing could be further from the truth.) 

The emergence of this divide has real consequences that may impinge upon the ability of elected officials to rightfully oversee our wars and shape policy. Former Secretary of Defense Bob Gates weighed in on the issue in a 2010 lecture at Duke University, highlighting a study in 1988 showing that 'about 40 percent of 18-year-olds had a veteran parent,' and that 'by 2000, the share had dropped to 18 percent and is projected to fall below 10 percent in the future.' While Gates steered clear of the study's implications, James Wright does not. Candidly, he warns:
Non-Veterans are more likely to assent to the recommendations from the Pentagon and from Veterans Affairs - letting the military guide its own future... Veterans have traditionally been more comfortable asking hard questions about military and veteran matters... Non-Veterans are a bit intimidated about all of this - and surely do not want to be vulnerable to a charge of not supporting the troops...
Military institutions cannot simply be assumed to be benign servants of the state. Yet the cheap political theater that President Obama revisited in his State of the Union and America's varied, vacuous forms of patriotism - helping produce the dangerous gulf between the few of whom we ask so much, and the many of whom we ask so little - assumes just that. It is, consequently, our obligation to remember and honor both parts of the axiom James Madison laid out in Federalist No.41, that 'A standing force therefore is a dangerous, at the same time that it may be a necessary, provision.'
