In de NRC rubriek Hollands Dagboek was vandaag de theoloog Mario Coolen aan het woord. Hij 'keert terug naar Guatemala waar hij werkte tijdens de burgeroorlog. Op zoek naar informatie over verdwenen vrienden. Coolen woont samen met vriend Henny en hond Kalos. Woensdag 18 maart Ruim dertien uur duurt de vlucht die me van Nederland naar Guatemala brengt. In het vliegtuig worden onafgebroken films vertoond, maar de beelden die door mijn hoofd spelen gaan vooral over de tijd dat ik in Guatemala woonde. In Santa Lucía Cotzumalguapa aan de tropische zuidkust van het land werkte ik acht jaar als theoloog. Samen met collega’s maakte ik me sterk voor de bewustwording en organisatie van indiaanse seizoenarbeiders op de suikerrietplantages, in de Bijbel vonden we een stimulans om de weg van bevrijding in te slaan. Totdat grootgrondbezitters het leger inschakelden om onbarmhartig toe te slaan. Kort na elkaar werden vier van mijn collega’s en ook mijn beste vriend Macabeo Aguilar ontvoerd. Uiteindelijk zou de golf van geweld die Guatemala vooral in de periode 1979-1984 teisterde aan 200.000 mensen het leven kosten.'

Coolen schreef een opmerkelijk stuk, het is alsof alles in een droom is gebeurd, in een absurde wereld, zonder oorzaak en gevolg. Het is alsof alles onvermijdelijk en tegelijkertijd toch bij toeval gebeurde, alsof er geen sociale en politieke factoren hebben meegespeeld. Ineens was de duivel er en brak de hel los. Ineens, onverklaarbaar, alsof de Duivel plotseling had ingegrepen. In werkelijkheid werd Guatemala een hel doordat de grote concerns van de Verenigde Staten hun economische belangen niet beperkt wilden zien door de belangen van de plaatselijke bevolking. En de centrale figuur die deze terreur mogelijk maakte door het te verkopen als een noodzakelijke ingreep van fatsoenlijke mensen tegen de terroristen van het communisme heette Edward Bernays, dezelfde Bernays die ik de afgelopen dagen citeerde in kritische beschouwingen over mijn vak naar aanleiding van een oproep van H.J.A. Hofland om de commerciële massamedia te subsidiëren met belastinggeld.

Even ter herinnering: Edward Bernays, was een neef van Sigmund Freud en de ‘grondlegger van de public relations’, wiens handboek Propaganda als de bijbel van de pr-industrie werd gezien. Bernays stelde het volgende: ‘If we understand the mechanism and motives of the group mind, is it not possible to control and regiment the masses according to our will without their knowing about it? The recent practice of propaganda has proved that it is possible, at least up to a certain point and within certain limits.' (Propaganda, 2005 ed., p. 71.) Hij noemde 'this scientific technique of opinion-molding the “engineering of consent”.'
In de ogen van Bernays en de Amerikaanse elite, voor wie hij werkte, zou de democratie in chaos eindigen als mensen niet constant en via alle beschikbare kanalen verteld werd wat belangrijk is en wat niet, hoe ze zich moeten gedragen en hoe niet, wat de normen en waarden van een kapitalistische samenleving zijn en wat niet. Het spreekt voor zich dat daarmee de belangen van allereerst en vooral de economische en politieke elite worden gediend. Bernays was ervan overtuigd dat de rijken zich moesten concentreren op ‘regimenting the public mind every bit as much as an army regiments the bodies of its soldiers.’ De Amerikaanse hoogleraar Noam Chomsky schreef over hem: ‘Bernays was drawing from his experience in Woodrow Wilson’s state propaganda agency, the Committee on Public Information. “It was, of course, the astounding success of propaganda during the war that opened the eyes of the intelligent few in all departments of life to the possibilities of regimenting the public mind,” he wrote. His goal was to adapt these experiences to the need of the “intelligent minorities,” primarily business leaders, whose task is “The conscious and intelligent manipulation of the organized habits and opinions of the masses.” Such “engineering of consent” is the very “essence of the democratic process,” Bernays wrote shortly before he was honoured for his contributions by the American Psychological Association in 1949. The importance of “controlling the public mind” has been recognized with increasing clarity as popular struggles succeeded in extending the modalities of democracy, thus giving rise to what liberal elites call “the crisis of democracy” as when normally passive and apathetic populations become organized and seek to enter the political arena to pursue their interests and demands, threatening stability and order. As Bernays explained the problem, with “universal suffrage and universal schooling,… at last even the bourgeoisie stood in fear of the common people. For the masses promised to become king,” a tendency fortunately reversed – so it has been hoped – as new methods “to mold the mind of the masses” were devised and implemented.’ Een dergelijke ‘engineering of consent´ was volgens Bernays juist de ´essence of the democratic process.´
Daarbij was ´controlling the public mind´ van eminent belang voor de rijken en machtigen om het volk in het gareel te houden en in de juiste richting te laten marcheren. Het belang van propaganda begreep ook Sam Zemurray, die uitgestrekte bananenplantages bezat in Midden Amerika. Eerder al had hij een staatsgreep in Honduras gefinancierd om de president ten val te brengen, aangezien die erop had gestaan dat de rijken belasting betaalden over hun grondbezit en zich ook nog eens de Hondurese wet zouden houden. Begin jaren vijftig van de vorige eeuw werd Bernays door Zemurray ingehuurd om de democratische regering van Guatemala ten val te brengen omdat die van plan was grote stukken ongebruikt land van het concern van Zemurray, United Fruit, te confisqueren om het onder de arme boeren te herverdelen. Bernays adviseerde zijn client om ogenblikkelijk een mediahetze te starten. ‘I have the feeling that Guatemala might respond to pitiless publicity in this country,’ zo verklaarde hij later trots. Onder andere via een perscampagne werd de democratische regering afgeschilderd als communistisch. Tegelijkertijd werden prominente Congresleden bewerkt en tenslotte viel de regering dankzij een CIA-complot. Het gevolg was dat er een meedogeloze drie decennia durende oorlog burgeroorlog ontstond waarbij tenminste 200.000 doden vielen. 93 procent werd vermoord door het leger, de doodseskaders en andere door de VS opgeleide gangsters, aldus een officieel overheidsrapport. Het toont aan hoe dodelijk propaganda kan zijn. Maar daarvoor moet eerst de vijand goed in beeld zijn gebracht door leugens en vertekening van de werkelijkeid. Er moet natuurlijk een bedreigende vijand zijn, en iemand moet hem aanwijzen, anders lukt de propaganda niet.
Dit wat betreft de achtergrond die niet door Coolen in de NRC wordt gegeven. Sterker nog, veel van de westerse imperialistische politiek wordt door kranten als de NRC verkocht binnen een nauw omlijnde context die onlangs nog eens door Raymond van den Boogaard zo treffend werd omschreven toen hij mij zonder enige ironie uitlegde dat 'de Amerikanen in Irak zijn om er de democratie te brengen.' Welke feiten ik ook aanvoerde, ik slaagde er niet in om enige nuance in zijn rotsvaste overtuiging aan te brengen.

Voor mogelijke twijfelaars onder ons nog even een boekbespreking:

Bernays' life was amazing in many ways. He had a role in many of the seminal intellectual and commercial events of this century. "The techniques he developed fast became staples of political campaigns and of image-making in general," Tye notes. "That is why it is essential to understand Edward L. Bernays if we are to understand what Hill and Knowlton did in Iraq--not to mention how Richard Nixon was able to dig his way out of his post-Watergate depths and remake himself into an elder statesman worthy of a lavish state funeral, how Richard Morris repositioned President Bill Clinton as an ideological centrist in order to get him reelected, and how most other modern-day miracles of public relations are conceived and carried out."
Many of the new insights that Tye offers have to do with Bernays's relationship with his family and his uncle Sigmund Freud, whose reputation as "the father of psychoanalysis" owes something to Bernays' publicity efforts. Bernays regarded Uncle Sigmund as a mentor, and used Freud's insights into the human psyche and motivation to design his PR campaigns, while also trading on his famous uncle's name to inflate his own stature.
There is, however, a striking paradox in the relationship between the two. Uncle Sigmund's "talking cure" was designed to unearth his patients' unconscious drives and hidden motives, in the belief that bringing them into conscious discourse would help people lead healthier lives. Bernays, by contrast, used psychological techniques to mask the motives of his clients, as part of a deliberate strategy aimed at keeping the public unconscious of the forces that were working to mold their minds.
Characteristically (and again paradoxically), Bernays was remarkably candid about his manipulative intent. "If we understand the mechanisms and motives of the group mind, it is now possible to control and regiment the masses according to our will without their knowing it," he argued in Propaganda, one of his first books. In a later book, he coined the term "engineering of consent" to describe his technique for controlling the masses.
"The conscious and intelligent manipulation of the organized habits and opinions of the masses is an important element in democratic society," Bernays argued. "Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country. . . . In almost every act of our daily lives, whether in the sphere of politics or business, in our social conduct or our ethical thinking, we are dominated by the relatively small number of persons . . . who understand the mental processes and social patterns of the masses. It is they who pull the wires which control the public mind."
This definition of "democratic society" is itself a contradiction in terms--a theoretical attempt to reconcile rule by the few with the democratic system which threatened (and still threatens) the privileges and powers of the governing elite. On occasion, Bernays himself recoiled from the anti-democratic implications of his theory.
During Bernays' lifetime and since, propaganda has usually had dirty connotations, loaded and identified with the evils of Nazi PR genius Joseph Goebbels, or the oafish efforts of the Soviet Communists. In his memoirs, Bernays wrote that he was "shocked" to discover that Goebbels kept copies of Bernays' writings in his own personal library, and that his theories were therefore helping to "engineer" the rise of the Third Reich.
Bernays liked to cultivate an image as a supporter of feminism and other liberating ideas, but his work on behalf of the United Fruit Company had consequences just as evil and terrifying as if he'd worked directly for the Nazis. The Father of Spin sheds new and important light on the extent to which the Bernays' propaganda campaign for the United Fruit Company (today's United Brands) led directly to the CIA's overthrow of the elected government of Guatemala.
The term "banana republic" actually originated in reference to United Fruit's domination of corrupt governments in Guatemala and other Central American countries. The company brutally exploited virtual slave labor in order to produce cheap bananas for the lucrative U.S. market. When a mildly reformist Guatemala government attempted to reign in the company's power, Bernays whipped up media and political sentiment against it in the commie-crazed 1950s.
"Articles began appearing in the New York Times, the New York Herald Tribune, the Atlantic Monthly, Time, Newsweek, the New Leader, and other publications all discussing the growing influence of Guatemala's Communists," Tye writes. "The fact that liberal journals like the Nation were also coming around was especially satisfying to Bernays, who believed that winning the liberals over was essential. . . . At the same time, plans were under way to mail to American Legion posts and auxiliaries 300,000 copies of a brochure entitled 'Communism in Guatemala--22 Facts.'"
His efforts led directly to a brutal military coup. Tye writes that Bernays "remained a key source of information for the press, especially the liberal press, right through the takeover. In fact, as the invasion was commencing on June 18, his personal papers indicate he was giving the 'first news anyone received on the situation' to the Associate Press, United Press, the International News Service, and the New York Times, with contacts intensifying over the next several days."
The result, tragically, has meant decades of tyranny under a Guatemalan government whose brutality rivaled the Nazis as it condemned hundreds of thousands of people (mostly members of the country's impoverished Maya Indian majority) to dislocation, torture and death.
Bernays relished and apparently never regretted his work for United Fruit, for which he was reportedly paid $100,000 a year, a huge fee in the early 1950s. Tye writes that Bernays' papers "make clear how the United States viewed its Latin neighbors as ripe for economic exploitation and political manipulation--and how the propaganda war Bernays waged in Guatemala set the pattern for future U.S.-led campaigns in Cuba and, much later, Vietnam."
As these examples show, Tye's biography of Bernays is important. It casts a spotlight on the anti-democratic and dangerous corporate worldview of the public relations industry. The significance of these dangers is often overlooked, in large part because of the PR industry's deliberate efforts to operate behind the scenes as it manages and manipulates opinions and public policies. This strategy of invisibility is the reason that PR academic Scott Cutlip refers to public relations as "the unseen power."
Bernays pioneered many of the industry's techniques for achieving invisibility, yet his self-aggrandizing personality drove him to leave behind a record of how and for whom he worked. By compiling this information and presenting it to the public in a readable form, Tye has accomplished something similar to the therapeutic mission that Freud attempted with his patients--a recovery of historical memories that a psychoanalyst might term a "return of the repressed."

Maar daarover geen woord in het Hollands Dagboek van theoloog Mario Coolen. Deze feiten waren kennelijk niet relevant voor zijn betoog. Dit soort informatie is kennelijk niet relevant voor de doorsnee NRC-lezer die al die jaren wordt verteld hoe voortreffelijk het westers democratisch model is.

19 oktober vorig jaar kon u op mijn weblog dit lezen:

'Deze week schrijft Kijne het volgende in Spreek'buis, het suffige personeelsblaadje van de omroepen: 'had u tot voor kort gedacht dat een minister van Financien er mee weg zou komen wanneer hij tegen de Kamer zei: "Nee, natuurlijk heb ik u vorige week, toen ik op het punt stond de grootste ingreep in de economie te doen die een minister van financien ooit heeft gedaan, niet de waarheid verteld. En als ik volgende week een nog grotere ingreep ga doen, vertel ik het u weer niet.'' Is toch gebeurd. Gaat over democratie. En het vreemdste is: we vinden allemaal nog dat Bos gelijk heeft ook. Voor ons journalisten was het natuurlijk niet nieuw dat Wouter Bos ons niet altijd de waarheid vertelde. Wel is het nieuw dat ik op dit moment even niet meer weet of ik wel even hard als vroeger mijn best moet doen om hem die waarheid te laten vertellen. Of er inderdaad niet even een hoger belang is dan "de waarheid, niets dan de waarheid."'

Bijna een half jaar later, nu vele miljarden aan belastinggeld zijn verdwenen in de bodemloze put van de luchthandel in geld, is steeds onduidelijker wat dat niet nader gedefinieerde 'hoger belang' is dat Kijne meent te dienen. Wellicht de bonussen die de falende Nederlandse bankiers blijven opstrijken, misschien de zalige rust van de onwetendheid, misschien het overeind houden van de kapitalistische orde met zijn onvermijdelijke milieuvernietiging, ik weet het niet. Ik vrees evenwel dat ook Chris Kijne het niet weet, want deze week schrijft hij in de Spreek'buis over de noodzaak om het milieu te beschermen. Maar bij nadere beschouwing blijkt Kijne niet zozeer het 'hoger belang' van het milieu op het oog te hebben, maar het 'hoger belang' van de mensen die aan de journalistiek verdienen, want hij schrijft het volgende: 'Deze week hield The Seattle Post-Intelligencer er na 146 jaar mee op. Volgende week sluit The Tucson Citizen. In Amerika ( bedoeld wordt de VS. svh) is de vraag niet meer of er wel megasteden overblijven die nog twéé lokale kranten hebben, maar of er steden overblijven die er uberhaupt nog een hebben. En Nederland gaat er hard achter aan. Het water staat de lokale journalistiek aan de lippen en dat terwijl we die juist zo hard nodig hebben om het verhaal over de echte zeespiegel zo breed mogelijk aan de man te brengen.'
En zo verspreiden de politicus en de publicist de mythe dat zonder de commerciele masamedia 'de democratie' ten onder gaat en op zijn beurt onze Chris de mythe dat zonder de commerciele pers de wereld ten onder gaat. En dat doen ze allen natuurlijk in het kader van een 'hoger belang' dat uiteindelijk vooral de portemonnaie van de rijken vult. Leve de journalistiek! Alle denkbare en ondenkbare argumenten zullen de politici en mijn collega's inzetten om hun eigen werkgelegenheid veilig te stellen.

Je schrijft in De Groene Amsterdammer:'Redacties van de serieuze media zijn instituten waar honderden specialisten werken. Met onverbiddelijke regelmaat leveren ze het product op basis waarvan de burgerij tot een gefundeerd politiek oordeel komt. Zoals je weet staat ons vak niet in hoog aanzien. In toenemende mate is er onder brede lagen van de bevolking kritiek op de wijze waarop het journalistieke metier wordt beoefend. Die kritiek komt niet alleen van de heffe des volks maar ook van de kant van intellectuelen, zoals ik in mijn reacties van de afgelopen dagen heb laten zien. Die kritiek moet door een journalist serieus worden genomen, zeker wanneer men wilt dat de commerciele pers met belastinggeld wordt gesubsidieerd. Vandaar dat ik je opnieuw enkele uitspraken voorleg van geleerden die de commerciele massamedia hebben bestudeerd.
Het was al in de jaren zestig dat de Amerikaanse socioloog C. Wright Mills schreef: 'De machthebbers verschaffen de opinies en de middelen waarmee die gerealiseerd kunnen worden. Mensen bestaan in de mediamarkten alleen als massa; hun acties verlopen parallel omdat hun opinies parallel verlopen, en hun opinies zijn parallel omdat ze alle uit één bron afkomstig zijn: die van de media. [...] De mensen zijn, zelfs als ze handelen, meer toeschouwers dan medespelers. Het publiek van de massamaatschappij handelt bij acclematie, bij plebisciet. Passief staat het toe, actief klapt het in de handen. Het is geen handelen dat uit eigen, autonome beslissingen of initiatieven voortkomt; het is geconditioneerde reactie op gecontroleerde stimuli die van het centrale beheerapparaat uitgaan. Omdat het publiek van de massamaatschappij markt voor de media en geactiveerde massa is geworden, is de discussiefase van het proces van opinievorming vrijwel uitgeschakeld.'

Volgens Mills is 'het doel van de opinie-organisatoren om de bevolking in een voortdurende staat van emotionele onderworpenheid te houden... Immers, als het maar eenmaal gelukt is om een mentaliteit van volgzaamheid en gehoorzaamheid te kweken, is het niet moeilijk meer om de mensen te doen geloven en te doen voelen wat men maar wil... hun opinies zijn parallel omdat ze alle uit 1 bron afkomstig zijn: die van de media.'

Op het volgende opmerkelijke feit wees Noam Chomsky toen hij over de verlichtingsfilosoof David Hume het volgende schreef: 'in considering his First Principles of Government, he expressed his puzzlement over ''the easiness with which the many are governed by the few" and "the implicit submission with which the men resign their own sentiments and passions to those of their rulers". "When we enquire by what means this wonder is brought about", Hume concluded, "we shall find, that as Force is always on the side of the governed, the governors have nothing to support them but opinion. It is therefore, on opinion only that government is founded; and this maxim extends to the most despotic and most military governments, as well as to the most free and most popular.'''

Een praktisch voorbeeld waar de macht van de opiniemakers toe leidt geeft de angelsaksische sociaal wetenschapper Alex Carey in zijn boek Taking the Risk out of Democracy: 'While the image-makers... re-created and projected Nixon so that he won more popular votes than any previous presidential candidate in American history... the presidential tapes reveal, the President and his highest aides and ministers were plotting, in the diction and the moral temper of a clique of Mafia thugs, how they might use the power of the presidency even further to corrupt and deceive. Nor is there any longer, unfortunately, substantial reason to believe that, if Kennedy or Johnson had been reckless enough to put the reality behind their public images on as many spools of tape as Nixon, their credibility gaps would have been notably less.'
Henk, deze visie staat diametraal tegenover jouw opvatting. Onder andere Carey stelt dit: 'Contrary to common assumptions, propaganda plays an important role -- and certainly a more covert and sophisticated role -- in technologically advanced democratic societies, where the maintenance of the existing power and privileges are vulnerable to popular opinion.'
Nu mijn vraag aan jou: op grond van welke feiten meen jij dat 'met onverbiddelijke regelmaat' de commerciele massamedia 'het product [leveren] op basis waarvan de burgerij tot een gefundeerd politiek oordeel komt'? En wat bedoel je nu precies met de kwalificatie 'gefundeerd'?

Salomon Bouman 28


Eergisteren stelde de oud-correpondent van de NRC in Israel, Salomon Bouman, het volgende in zijn krant: 'Door toedoen van Barak worden de socialisten meegesleept in de verrechtsing van de Israëlische politiek. Daarmee is het lot van de Arbeidspartij als de humanistische ziel van de joodse staat bezegeld. Het is ondenkbaar dat de Arbeidspartij zich kan rehabiliteren van de grote nederlaag bij de jongste algemene verkiezingen... De partij die trots aan de wieg stond van de stichting van de staat Israël in 1948, werd teruggeworpen tot vierde partij met slechts dertien zetels in de Knesset... Likud was door de massale stichting van nederzettingen op de Westelijke Jordaanoever uit op annexatie van dat gebied. Hoewel ook de socialistische regeringen nederzettingen stichtten, zagen zij er vanaf nederzettingen te bouwen in dicht door Palestijnen bewoonde gebieden. Likud doorbrak dat taboe. Mede daardoor escaleerde het Israëlisch-Palestijnse conflict.'
Dit is kort samengevat de mythe die Salomon Bouman decennialang als correspondent in stand heeft proberen te houden. Het is de propagandaversie van sociaaldemocratische zionisten als Bouman zelf. In het kader daarvan was de berichtgeving van de NRC over Israel altijd tendentieus, maar belangrijker nog is dat wat al die jaren door de krant verzwegen werd. Bepaalde zienswijzen en onthullingen over de ware geschiedenis van 'de joodse staat' werden angstvallig buiten de kolommen gehouden. Ik geef u als slechts één voorbeeld de volgende uitspraak van de vooraanstaande joods-Israelische intellectueel Benjamin Beit-Hallahmi, een zienswijze die u nooit via Salomon Bouman zult vernemen: 'Hoewel overal in de moderne wereld het kolonialisme verworpen is, is Israël nog steeds een koloniale garnizoensstaat.' Beit-Hallahmi, hoogleraar psychologie aan de Universiteit van Haifa, doceerde in de VS, Engeland en Frankrijk, is auteur van talloze studies waaronder Original Sins. Reflections on the History of Zionism and Israël. Ik interviewde hem voor mijn eigen recent verschenen boek De oneindige oorlog. Hij zei onder andere dit over zijn landgenoten, een uitspraak die haaks staat op de beweringen van Bouman:

'Politiek links en rechts zijn beide van mening dat Israël de staat van de Joden moet zijn en dat anderen dus niet welkom zijn. Het enige verschil tussen hen is dat rechts openlijk expansionistisch is en links meer in het geheim. Ben-Goerion en de rest van het linkse leiderschap leken altijd gematigd en redelijk, zij ontkenden zowel dat er sprake was van een conflict met de Arabieren als dat ze streefden naar een exclusief Joodse staat. Dit alles was niet meer dan een briljante truc, een grote tactische pose, waarachter men zich kon verschuilen. Ben-Goerion wist maar al te goed dat geweld de enige manier was waarop de zionisten hun zin konden doordrukken. Alleen met een leger kon hij de Palestijnen verdrijven en terwijl de rechtse leiders vurige toespraken hielden over de noodzaak van een grote Joodse krijgsmacht, was hij al vanaf 1925 in alle rust bezig met de opbouw van een professioneel leger.

De overtuiging dat Israël een Joodse staat moet zijn, is een van de belangrijkste redenen dat rechts in Israël heeft gewonnen, een marxistisch kolonialisme kan niet lang bestaan, dat spreekt voor zich. De poging van de eerste generatie Israëli’s om een linkse staat te creëren is dan ook faliekant mislukt. Het was ook absurd; men kan geen gelijkheid verwachten in een overduidelijk discriminerend systeem. Het was onvermijdelijk dat deze ongerijmdheid niet verborgen bleef. De eerlijkheid van rechts over de kolonialistische werkelijkheid is vanzelfsprekend attractiever voor kiezers. Zeker na al die jaren zionistische scholing kunnen de Palestijnen alleen nog maar gezien worden als ongewenste gasten en als vijanden. Een politiek gebaseerd op etnische zuivering om het gebied Joods te kunnen maken, kan natuurlijk niet links, humaan, vooruitstrevend en democratisch zijn. Als men eenmaal het principe aanvaardt dat de staat Joods moet zijn, zijn de reactionaire consequenties een natuurlijk gevolg, en dat proces versterkt zichzelf. Vandaar dat de kiezers steeds meer rechts gingen stemmen. Het zionisme kan uit principe niet toestaan dat de Palestijnen hun politieke rechten uitoefenen omdat dit het einde van de zionistische onderneming zou betekenen. Het ware kwaad is de beroving van de inheemse bevolking en het creëren van een gebied waar die oorspronkelijke bewoners niet meer bestaan, óf nog wel bestaan, maar dan zonder dezelfde rechten als de Joden. Dat is kort gezegd het hele systeem hier. Zonder dit massale onrecht zou een joodse staat niet mogelijk zijn geweest en over dat feit bestaat in Israël geen verschil van mening. Hetzelfde geldt voor de indianen in Amerika, en de Zuidzeevolkeren in Australië en Nieuw-Zeeland, hun rechten moesten worden genegeerd om het gebied te kunnen koloniseren. Natuurlijk verzinnen ook de Israëli’s allerlei rechtvaardigingen om het onrecht voor zichzelf acceptabel te maken. Een illustratief voorbeeld geeft de historicus Benny Morris, die redeneert dat ook de laatste 150.000 Palestijnen die in 1948 wisten te blijven, verdreven hadden moeten worden, dan zouden we volgens hem van het hele probleem zijn af geweest. Zijn opvatting is dat de Palestijnen weliswaar een groot onrecht is aangedaan, maar dat dit onrecht wordt opgeheven omdat het rechtvaardigheid voor de Joden betekende. En rechtvaardigheid voor de Joden is belangrijker dan onrecht voor de Palestijnen. Veel Joden in Israël, ook onder de intellectuelen, delen dit standpunt. Met andere woorden: Joden hoeven zich niet druk te maken om andere mensen. Wij hebben zo veel geleden dat we het recht hebben anderen onrecht aan te doen. Wij moeten alleen voor onszelf opkomen. Dat is de gedachtegang. Maar in de praktijk werkt deze rechtvaardiging zelfs niet in Israël. Als men een halve eeuw geleden een opinie-onderzoek had verricht over de vraag of de Palestijnen dezelfde rechten zouden moeten krijgen als de Joden, dan was de reactie geweest: “Wie zijn de Palestijnen?” De term Palestijnen bestond toen niet, werd althans niet gebruikt, en nu wordt die permanent en overal gebruikt. Dat is de grote overwinning van de Palestijnse nationale beweging. Kortom, de laatste vijftig jaar wordt in toenemende mate niet alleen het onrecht tegen de Palestijnen erkend, maar ook de noodzaak dat ze hun rechten kunnen uitoefenen. En dat is een enorme omslag. Vandaag de dag zijn er andere stemmen te horen die twijfel verwoorden over de rechtschapenheid van het zionisme of die erkennen dat de Palestijnen een niet te rechtvaardigen onrecht is aangedaan. Een Israëlische biljonair, Idan Ofer, die het halve land bezit verklaart publiekelijk dat wij herstelbetalingen aan de Palestijnen moeten verstrekken, net zoals de Duitsers herstelbetalingen aan ons gaven vanwege de Holocaust. Dat is een voorbeeld van wat er nu in Israël wordt gezegd. Probeert u zich eens voor te stellen wat voor oproer er was ontstaan als hij dit in New York had gezegd. Het opmerkelijke is dat hij een vergelijking maakte met de Holocaust, zonder meteen te zeggen dat die twee hetzelfde zijn, maar hij zei wel dat wij de Palestijnen een groot onrecht hebben aangedaan. Langzaam maar zeker beginnen mensen anders te denken, om de situatie te kunnen veranderen. En dat is een radicale breuk met het verleden. Idan Ofer zei niet voor niets: “Wij moeten betalen. Wíj!” Dus niet anderen, zoals tot nu toe het geval is. Joods-Israëli’s gaan er namelijk onmiddellijk van uit dat Europa wel zal betalen om de problemen van de Palestijnse vluchtelingen op te lossen. Nee, stelt Ofer, wij zullen ditmaal een offer moeten brengen, als we de realiteit willen veranderen. En het gaat niet alleen om geld, als wij het conflict echt willen oplossen zullen we ook anders met macht moeten omgaan. Israël moet niet langer meer naar alleenheerschappij streven, als men een werkelijke verandering wil, dan zullen de zionisten de macht moeten delen met onder andere de Palestijnen.’
Maar deze zienswijze zult u niet in de NRC lezen, dit past niet in de pro-Israel berichtgeving van de NRC, die zichzelf afficheert als 'kwaliteitskrant' die 'de nuance' zoekt.
Desondanks schreef NRC commentator Henk Hofland vorige week in De Groene Amsterdammer:
'Redacties van de serieuze media zijn instituten waar honderden specialisten werken. Met onverbiddelijke regelmaat leveren ze het product op basis waarvan de burgerij tot een gefundeerd politiek oordeel komt. Het zou logisch zijn om de productie van dit drukwerk ook tot de publieke voorzieningen te rekenen, zoals gas, water en licht.' Zie: http://www.groene.nl/2009/12/De_Openbare_Mening
Net als SP-voorman Jan Marijnissen pleit Hofland nu voor het subsidieren van de commerciele massamedia met belastinggeld, omdat zonder de commerciele pers 'de democratie' ten onder zou gaan.

Salomon Bouman 27





Gisteren stond boven een artikel van Salomon Bouman, tot 2003 decennialang correspondent van de NRC in Israel, de volgende kop: 'Arbeidspartij geofferd aan de macht' met als inleiding: 'Het lot van de Arbeidspartij als ziel van de joodse staat is bezegeld door toedoen van Barak, die de socialisten offert voor een plek in een rechtse regering... Het ondenkbare is gebeurd. Een socialist, want zo wil Barak zichzelf nog graag zien, komt met de racistische Avigdor Lieberman, de leider van de ‘Israël Beiteinu’ (‘Israël ons Huis’) aan de regeringstafel te zitten. Barak, maar niet de jongere generatie in zijn partij, is ongevoelig voor deze beschamende vertoning. Zijn ego, verpakt in het landsbelang, is vele malen groter dan het partijbelang. Dat is de tragedie van de Arbeidspartij. Door toedoen van Barak worden de socialisten meegesleept in de verrechtsing van de Israëlische politiek. Daarmee is het lot van de Arbeidspartij als de humanistische ziel van de joodse staat bezegeld.'

In deze politieke beschouwing van Bouman wordt veel beweerd dat eenvoudig weerlegd kan worden door de feiten. Laten we beginnen bij het begin. Volgens Salomon is 'het lot van de Arbeidspartij als ziel van de joodse staat bezegeld door toedoen van Barak.' Maar wat bedoelt Bouman nu precies met de 'humanistische ziel van de joodse staat'? Die 'humanistische ziel' was verantwoordelijk voor de etnische zuivering in 1948 van tenminste 750.000 Palestijnse burgers die door zionististische terreur werden verdreven, zoals de 'nieuwe historici' van Israel uitgebreid hebben gedocumenteerd. Terreur door zowel de Arbeiderspartij als rechts. Ik denk zelf dat de Israelische schrijver Amos Oz veel dichter bij de waarheid zat toen hij ruim twintig jaar geleden schreef: ‘De ware strijd die vandaag de dag de natie verdeelt is allang niet meer een geschil over gebieden, politieke partijen, veiligheid, voorvaderlijke rechten en grenzen, het is een strijd over het wezen van het judaïsme en het mensbeeld… De vraag is: wie zijn wij?’ Amos Oz, 1988. Twee jaar nadien stelde hij het zo: ‘Achter de discussie over de toekomst van de bezette gebieden ontkiemde een vraag die veel dieper ging: wat kwamen we hier doen? Wat willen we zijn en moet het gezag gebaseerd zijn op de wil van het volk dan wel op de godsdienstige geboden? De beslissing werd, als vele andere, uitgesteld en verdrongen onder het voorwendsel dat er niemand was om mee te praten, en we de hindernis wel zouden nemen zodra die zich aandiende. Omdat het leek dat het antwoord op de vraag waar de grenzen moesten komen, kon wachten, ontweken we ook het antwoord op de vraag wie wij waren en wat we hier kwamen doen, een vraag die niet los gezien kan worden van het probleem over de toekomst van de bezette gebieden, de rechtvaardiging van de oorlog en de waarde van vrede. Het grote debat over de grenzen van de macht was bedoeld om diepgaandere discussies tot zwijgen te brengen en te verdringen, zoals die over het doel van het zionisme. En intussen worden wij door onze eigen macht aangetast en gecorrumpeerd.’ Amos Oz, 1990

Ondanks Salomon Bouman's bewering dat onder de Arbeiderspartij de ziel van Israel nog onbevlekt was, is de werkelijkheid volstrekt anders. Al in oktober 1953 schreef de toenmalige Israëlische premier Moshe Sharett in zijn dagboek met afschuw over de bloedbaden die Ariel Sharons elitetroepen aanrichtten onder de weerloze Palestijnse bevolking. Bij een aanval van een eenheid paratroepers, onder commando van Sharon, werden volgens de historicus Bar-Zohar, biograaf van Ben-Goerion, ‘zeventig lijken onder het puin aangetroffen, onder wie tientallen vrouwen en kinderen.’ Op 31 maart 1955 schreef Sharett in zijn dagboek over zijn eigen Arbeiderspartij: ‘We rechtvaardigen het systeem van vergelding op grond van pragmatische overwegingen… We hebben de mentale en morele remmen op dit instinct vernietigd en hebben het mogelijk gemaakt om wraak als morele waarde aan te moedigen. Deze opvatting wordt gedeeld door grote delen van de bevolking in het algemeen en massa’s jongeren in het bijzonder, maar zij is geconcretiseerd en heeft de waarde van een heilig principe bereikt in Sharon’s bataljon, dat het vergeldingsinstrument van de staat is geworden.’ Nadat de Israëlische strijdkrachten tijdens de inval in Libanon in 1982 de bevolking maandenlang met fosfor- en fragmentatiebommen hadden bestookt, moest het jaar daarop Sharon aftreden als minister van Defensie vanwege zijn betrokkenheid bij de massamoorden in de Palestijnse vluchtelingenkampen Sabra en Shatila. Hij bleef echter aan als minister zonder portefeuille. Naar aanleiding van de Israëlische oorlogsmisdaden verklaarde de orthodox-joodse hoogleraar Yeshayahu Leibowitz: ‘Dit is de noodzakelijke en natuurlijke voortzetting van onze politieke lijn. Wanneer we over een ander volk moeten heersen dan is het onmogelijk te voorkomen dat nazimethoden worden gebruikt. De massamoord werd door óns begaan. Wat in Libanon is gebeurd, het aanrichten van een gruwelijk bloedbad in de vluchtelingenkampen, is een nieuwe fase in het zelfmoordproces van de staat Israël.’ En op zijn beurt waarschuwde Amos Oz: ‘Na Libanon kunnen we het monster niet langer meer negeren, zelfs als het sluimert… Na Libanon moeten we niet net doen alsof het monster alleen in generaal Sharons verblijf huist… of alleen in de Joodse nederzettingen op de West Bank. Het houdt zich half slapend praktisch overal op, zelfs in onze… gemeenschappelijke mythen… We hebben het niet in Libanon achtergelaten… Het is hier, onder ons, deel van ons, als een schaduw.’

Vlak voor zijn dood in 1973 schreef David Ben-Goerion: ‘Jeruzalem is de ziel van het land Israël en het Joodse volk. We weten wat Jeruzalem heeft betekend sinds de dagen van koning David [...] Tijdens de Onafhankelijkheidsoorlog en de Zesdaagse Oorlog waren onze strijdende jongeren bereid om te sterven voor de heilige hoofdstad, net zoals onze voorvaderen hadden gedaan in de dagen van de Eerste en Tweede Tempel.’ Zeventien jaar later interviewde ik Oz in zijn woning in Arad, ten zuiden van de West Bank. Aan het begin van zijn verhaal zei hij: ‘Ik vraag altijd aan mensen die hier op bezoek zijn naar hun impressies, en vraag ze dan waar ze geweest zijn: in Israël of in Jeruzalem? Jeruzalem en Israël bewegen zich in twee verschillende richtingen. Jeruzalem wordt steeds traditioneler, fanatieker, extremistischer en tragischer, terwijl de rest van Israël wereldser, hedonistischer, mediterraner wordt.’ Oz verklaarde dit in 1990. Bijna twee decennia later weten we dat het extremisme in de Israëlische politiek heeft gewonnen van de gematigdere stromingen. De Arbeiderspartij is in niets wezenlijks meer te onderscheiden van de Likoed of Kadima, de haviken hebben gewonnen. Die ontwikkeling was onvermijdelijk, om de simpele reden dat de grondslagen voor die verrechtsing door links werden geschapen, te weten de etnische zuivering onder leiding van de Arbeiderspartij in 1948. Door het verdrijven van ten minste 750.000 Palestijnen kan ‘links’ Israël de diefstal van nog meer land, ditmaal op de West Bank, niet werkelijk veroordelen. Achter de eensgezindheid over het expansionisme schuilt volgens Oz ‘een dodelijk gevaar,’ want, zo zei hij tegen mij, achter die façade is sprake van een ‘voortgaande verdringing van de interne verdeeldheid over het karakter van de Israëlische samenleving en het camoufleren daarvan als ware het een meningsverschil over de locatie van de grenzen.' Zestig jaar na de oprichting van 'de joodse staat' heeft links zowel als rechts nog steeds niet bepaald waar precies de grenzen van het land liggen en blijft Israel doorgaan met het stelen van Palestijns land.

Alleen buitengewoon naieve mensen en geindoctrineerde zionisten als Salomon Bouman blijven evenwel blind voor deze waarheid. Op die manier probeert hij alsnog het immense onrecht dat de Palestijnse bevolking is aangedaan, te rechtvaardigen. Eens waren wij goed, maar nu zijn er slechte mensen aan de macht gekomen. Het is buitengewoon droevig om te zien hoe in wezen fatsoenlijke maar conformistische burgers als Bouman zich aan een mythe proberen vast te klampen maar ondertussen niet langer de werkelijkheid kunnen negeren. Ondanks al zijn rechtvaardigingen weet hij diep in zijn hart dat Israel onvermijdelijk een schurkenstaat is geworden die weigert zich aan het internationaal recht te houden. Onvermijdelijk, stel ik, omdat diep in de ziel van 'de joodse staat' het onrecht werd geboren, aangezien die staat onmogelijk was geweest als de Palestijnen in 1948 niet waren verdreven.

The Israeli daily paper Haaretz, among others, has reported recently about the atrocities Israeli soldiers have committed in Gaza, according to their own saying, and which seem to be the result of what prime-minster Olmert himself called the Israeli 'disproportionate response' as a way to punish the Palestinian population. We are dealing here with a severe problem of which the Palestinian population is the victim. As Haaretz reported: 'Sociologist Dr. Orna Sasson-Levy, of Bar-Ilan University, author of "Identities in Uniform: Masculinities and Femininities in the Israeli Military," said that the phenomenon is "part of a radicalization process the entire country is undergoing, and the soldiers are at its forefront. I think that ever since the second intifada there has been a continual shift to the right. The pullout from Gaza and its outcome - the calm that never arrived - led to a further shift rightward."This tendency is most strikingly evident among soldiers who encounter various situations in the territories on a daily basis. There is less meticulousness than in the past, and increasing callousness. There is a perception that the Palestinian is not a person, a human being entitled to basic rights, and therefore anything may be done to him."'

Evidence of the scale of Israel's war crimes in its January onslaught on Gaza is becoming unanswerable. Clancy Chassay's three films investigating allegations against Israeli forces in the Gaza strip, released by the Guardian today, include important new accounts of the flagrant breaches of the laws of war that marked the three-week campaign – now estimated to have left at least 1,400 Palestinians, mostly civilians, and 13 Israelis dead.The films provide compelling testimony of Israel's use of Palestinian teenagers as human shields; the targeting of hospitals, clinics and medical workers, including with phosphorus bombs; and attacks on civilians, including women and children – sometimes waving white flags – from hunter-killer drones whose targeting systems are so powerful they can identify the colour of a person's clothes. Naturally, the Israeli occupation forces' spokesperson insists to Chassay that they make every effort to avoid killing civilians and denies using human shields or targeting medical workers – while at the same time explaining that medics in war zones "take the risk upon themselves". By banning journalists from entering Gaza during its punitive devastation of the strip, the Israeli government avoided independent investigations of the stream of war crimes accusations while the attack was going on. But now journalists and human rights organisations are back inside, doing the painstaking work, the question is whether Israel's government and military commanders will be held to account for what they unleashed on the Palestinians of Gaza – or whether, like their US and British sponsors in Iraq and Afghanistan, they can carry out war crimes with impunity. It's not as if Clancy's reports are unique or uncorroborated by other evidence.'

The Guardian continues: 'Last week, the Israeli newspaper Ha'aretz reported that a group of Israelis soldiers had admitted intentionally shooting dead an unarmed Palestinian mother and her two children, as well as an elderly Palestinian woman, in Gaza in January. As one explained: "The lives of Palestinians, let's say, is something very, very less important than the lives of our soldiers. So as far as they are concerned they can justify it that way".They also tally with testimony of other Israeli soldiers from the Givati Shaked battalion, which operated in the Gaza city suburb of Zeitoun, that they were told to "fire on anything that moves". The result was that one family, the Samunis, reported losing 29 members after soldiers forced them into a building that subsequently came under fire – seven bleeding to death while denied medical care for nearly three days. The Helw and Abu Zohar families said they saw members shot while emerging from their homes carrying white flags. "There was definitely a message being sent", one soldier who took part in the destruction of Zeitoun told the Times. Or take the case of Majdi Abed Rabbo – a Palestinian linked to Fatah and no friend of Hamas – who described to the Independent how he was repeatedly used as a human shield by Israeli soldiers confronting armed Hamas fighters in a burned-out building in Jabalya in the Gaza strip. The fact of Israeli forces' use of human shields is hard to gainsay, not least since there are unambiguous photographs of several cases from the West Bank in 2007, as shown in Chassay's film.Last week Human Rights Watch wrote to European Union foreign ministers calling for an international inquiry into war crimes in Gaza. In the case of Israel, the organisation cited the siege of Gaza as a form of collective punishment; the use of artillery and white phosphorus in densely populated civilian areas, including schools; the shooting of civilians holding white flags; attacks on civilian targets; and "wanton destruction of civilian property".Israel and others also accuse Hamas of war crimes. But while both Human Rights Watch and Amnesty International have echoed that charge, particularly in relation to the indiscriminate rocketing of towns such as Sderot, an exhaustive investigation by Human Rights Watch has found no evidence, for example, of Hamas using human shields in the clearly defined legal sense of coercion to protect fighters in combat. And as Richard Falk, the UN Special Rapporteur on Palestinian Human Rights, argued recently, any attempt to view the two sides as "equally responsible" is an absurdity: one is a lightly-armed militia, effectively operating underground in occupied territory – the other the most powerful army in the region, able to pinpoint and pulverise targets with some of the most sophisticated weaponry in the world.There is of course no chance that the UN security council will authorise the kind of International Criminal Court war crimes indictment now faced by Sudan's leaders over Darfur. Any such move would certainly be vetoed by the US and its allies. And Israel's own courts have had no trouble in the past batting away serious legal challenges to its army's atrocities in the occupied territories. But the use of universal jurisdiction in countries such as Spain or even Britain is making Israeli commanders increasingly jumpy about travelling abroad.With such powerful evidence of violations of the rules of war now emerging from the rubble of Gaza, the test must be this: is the developing system of international accountability for war crimes only going to apply to the west's enemies – or can the western powers and their closest allies also be brought to book?'

Professor Osiel, you wrote the book Obeying Orders in which you pose the following question: 'A soldier obeys illegal orders, thinking them lawful. When should we excuse his misconduct as based in reasonable error? How can courts convincingly convict the soldier's superior officer when, after Nuremberg, criminal orders are expressed through winks and nods, hints and insinuations? Can our notions of the soldier's "due obedience," designed for the Roman legionnaire, be brought into closer harmony with current understandings of military conflict in the contemporary world? Mark J. Osiel answers these questions in light of new learning about atrocity and combat cohesion, as well as changes in warfare and the nature of military conflict. Sources of atrocity are far more varied than current law assumes, and such variations display consistent patterns. The law now generally requires that soldiers resolve all doubts about the legality of a superior's order in favor of obedience. It excuses compliance with an illegal order unless the illegality - as with flagrant atrocities - would be immediately obvious to anyone. But these criteria are often in conflict and at odds with the law's underlying principles and policies. Combat and peace operations now depend more on tactical imagination, self-discipline, and loyalty to immediate comrades than on immediate, unreflective adherence to the letter of superiors' orders, backed by threat of formal punishment. The objective of military law is to encourage deliberative judgment. This can be done, Osiel suggests, in ways that enhance the accountability of our military forces, in both peace operations and more traditional conflicts, while maintaining their effectiveness. Osiel seeks to "civilianize" military law while building on soldiers' own internal ideals of professional virtuousness. He returns to the ancient ideal of martial honor, reinterpreting it in light of new conditions, arguing that it should be implemented through realistic training in which legal counsel plays an enlarged role rather than by threat of legal prosecution. Obeying Orders thus offers a compelling answer to the question that has most haunted the moral imagination of the late twentieth century: the roots - and restraint - of mass atrocity in war.'

Now, my question is simpel. Should the Israeli soldiers, their commanders and the politicians who are responsible for these war crimes be brought to justice, just like in the case of the former Yugoslavia? And if this doesn't happen, would this not create a situation in which respect for international law diminishes? I ask you this also because you spoke in Israel about 'Soldier Testimony After Mass Atrocity,' during the Conference organized by Human Rights Watch, Middle East Dept., Hebrew University, Jerusalem on Feb. 28, 2004.'

In de VPRO-gids van deze week schrijft Arnon Grunberg naar aanleiding van zijn verblijf in Bagdad: 'Net zoals de toerist in een vakantieoord maakt ook de journalist in een oorlogsgebied deel uit van een industrie. Hoe hij ook te werk gaat, de mogelijkheden om aan die industrie te ontkomen zijn minimaal.' Het valt mij telkens weer op hoe helder niet-journalisten de journalistiek kunnen analyseren, in tegenstelling tot onze collega's.
In de uitgebreid gedocumenteerde studie Manufacturing Consent. The political economy of the mass media concluderen de Amerikaanse geleerden Edward S. Herman en Noam Chomsky onder andere het volgende: 'Given the imperatives of corporate organization and the workings of the various filters, conformity to the needs and interests of privileged sectors is essential to succes. 'Rahm Emanuel's profitable stint at mortgage giant

Before its portfolio of bad loans helped trigger the current housing crisis, mortgage giant Freddie Mac was the focus of a major accounting scandal that led to a management shake-up, huge fines and scalding condemnation of passive directors by a top federal regulator.
One of those allegedly asleep-at-the-switch board members was Chicago's Rahm Emanuel—now chief of staff to President Barack Obama—who made at least $320,000 for a 14-month stint at Freddie Mac that required little effort.
As gatekeeper to Obama, Emanuel now plays a critical role in addressing the nation's mortgage woes and fulfilling the administration's pledge to impose responsibility on the financial world.
Emanuel's Freddie Mac involvement has been a prominent point on his political résumé, and his healthy payday from the firm has been no secret either. What is less known, however, is how little he apparently did for his money and how he benefited from the kind of cozy ties between Washington and Wall Street that have fueled the nation's current economic mess.
Though just 49, Emanuel is a veteran Democratic strategist and fundraiser who served three terms in the U.S. House after helping elect Mayor Richard Daley and former President Bill Clinton. The Freddie Mac money was a small piece of the $16 million he made in a three-year interlude as an investment banker a decade ago.
In business as in politics, Emanuel has cultivated an aggressive, take-charge reputation that made him rich and propelled his rise to the front of the national stage. But buried deep in corporate and government documents on the Freddie Mac scandal is a little-known and very different story involving Emanuel.
He was named to the Freddie Mac board in February 2000 by Clinton, whom Emanuel had served as White House political director and vocal defender during the Whitewater and Monica Lewinsky scandals.
The board met no more than six times a year. Unlike most fellow directors, Emanuel was not assigned to any of the board's working committees, according to company proxy statements. Immediately upon joining the board, Emanuel and other new directors qualified for $380,000 in stock and options plus a $20,000 annual fee, records indicate.
On Emanuel's watch, the board was told by executives of a plan to use accounting tricks to mislead shareholders about outsize profits the government-chartered firm was then reaping from risky investments. The goal was to push earnings onto the books in future years, ensuring that Freddie Mac would appear profitable on paper for years to come and helping maximize annual bonuses for company brass.
The accounting scandal wasn't the only one that brewed during Emanuel's tenure.
During his brief time on the board, the company hatched a plan to enhance its political muscle. That scheme, also reviewed by the board, led to a record $3.8 million fine from the Federal Election Commission for illegally using corporate resources to host fundraisers for politicians. Emanuel was the beneficiary of one of those parties after he left the board and ran in
2002 for a seat in Congress from the North Side of Chicago.
The board was throttled for its acquiescence to the accounting manipulation in a 2003 report by Armando Falcon Jr., head of a federal oversight agency for Freddie Mac. The scandal forced Freddie Mac to restate $5 billion in earnings and pay $585 million in fines and legal settlements. It also foreshadowed even harder times at the firm.
Many of those same risky investment practices tied to the accounting scandal eventually brought the firm to the brink of insolvency and led to its seizure last year by the Bush administration, which pledged to inject up to $100 billion in new capital to keep the firm afloat. The Obama administration has doubled that commitment.
Freddie Mac reported recently that it lost $50 billion in 2008. It so far has tapped $14 billion of the government's guarantee and said it soon will need an additional $30 billion to keep operating.
Like its larger government-chartered cousin Fannie Mae, Freddie Mac was created by Congress to promote home ownership, though both are private corporations with shares traded on the New York Stock Exchange. The two firms hold stakes in half the nation's residential mortgages.
Because of Freddie Mac's federal charter, the board in Emanuel's day was a hybrid of directors elected by shareholders and those appointed by the president.
In his final year in office, Clinton tapped three close pals: Emanuel, Washington lobbyist and golfing partner James Free, and Harold Ickes, a former White House aide instrumental in securing the election of Hillary Clinton to the U.S. Senate. Free's appointment was good for four months, and Ickes' only three months.
Falcon, director of the Office of Federal Housing Enterprise Oversight, found that presidential appointees played no "meaningful role" in overseeing the company and recommended that their positions be eliminated.
John Coffee, a law professor and expert on corporate governance at Columbia University, said the financial crisis at Freddie Mac was years in the making and fueled by chronically weak oversight by the firm's directors.
The presence of presidential appointees on the board didn't help, he added.
"You know there was a patronage system and these people were only going to serve a short time," Coffee said. "That's why [they] get the stock upfront."
Financial disclosure statements that are required of U.S. House members show Emanuel made at least $320,000 from his time at Freddie Mac. Two years after leaving the firm, Emanuel reported an additional sale of Freddie Mac stock worth between $100,001 and $250,000. The document did not detail whether he profited from the sale.
Sarah Feinberg, a spokeswoman for Emanuel, said there was no conflict between his stint at Freddie Mac and Obama's vow to restore confidence in financial institutions and the executives who run them. At the same time, Feinberg said Emanuel now agrees that presidential appointees to the Freddie Mac board "are unnecessary and don't have long enough terms to make a difference."
Former President George W. Bush voluntarily stopped making such appointments following Falcon's assessment of their uselessness.
In an interview, Falcon said the Freddie Mac board did most of its work in committees. Yet proxy statements that detailed committee assignments showed none for Emanuel, Free or Ickes during the time they served in 2000 or 2001. Most other directors carried two committee assignments each.
Contrary to the proxy statements, Feinberg said she believed that Emanuel served on board committees that oversaw Freddie Mac's investment strategies and mortgage purchase activities. But Feinberg acknowledged she had no official documents to back up that assertion.
The Obama administration rejected a Tribune request under the Freedom of Information Act to review Freddie Mac board minutes and correspondence during Emanuel's time as a director. The documents, obtained by Falcon for his investigation, were "commercial information" exempt from disclosure, according to a lawyer for the Federal Housing Finance Agency.
Emanuel's board term expired in May 2001, and soon after he launched his Democratic congressional bid.
One of Emanuel's fellow directors at Freddie Mac was Neil Hartigan, the former Illinois attorney general. Hartigan said Emanuel's primary contribution was explaining to others on the board how to play the levers of power.
He was respected on the board for his understanding of "the dynamics of the legislative process and the executive branch at senior levels," Hartigan recalled. "I wouldn't say he was outspoken. What he was, was solid."
By the time Emanuel joined Freddie Mac, the company had begun to loosen lending standards and buy riskier sub-prime loans. It was a practice that later blew up and contributed to the current foreclosure crisis.
In his investigation, Falcon concluded that the board of directors on which Emanuel sat was so pliant that Freddie Mac's managers easily were able to massage company ledgers. They manipulated bookkeeping to smooth out volatility, perpetuating Freddie Mac's industry reputation as "Steady Freddie," a reliable producer of earnings growth. Wall Street liked what it saw, Freddie Mac's stock value soared and top executives collected their bonuses.
Another focus of Freddie during Emanuel's day—and one that played to his skill set—was a stepped-up effort to combat congressional demands for more regulation.
During a September 2000 board meeting—midway through Emanuel's 14-month term—Freddie Mac lobbyist R. Mitchell Delk laid out a strategy titled "Political Risk Management" aimed at influencing lawmakers and blunting pressure in Congress for more regulation. Through Delk's initiative, Freddie Mac sponsored more than 80 fundraisers that raised at least $1.7 million for congressional candidates despite a federal law that bans corporations from direct political activity.
Emanuel spokeswoman Sarah Feinberg said Emanuel "can't remember the meeting or topic" but might have been in attendance when Delk outlined his plans.
Feinberg downplayed the significance of the fundraiser thrown for Emanuel, which brought in $7,000, stressing that it was but one of many hosted by Delk. The event stood out in at least one respect, however.
The Freddie Mac-linked events were mostly for Republicans, and only a handful benefited Democrats like Emanuel. "Rahm was a good friend of mine.
He was on Freddie Mac's board. He was very much supportive of housing,"
said Delk, who resigned under pressure in 2004.
Then-Freddie Mac CEO Leland Brendsel also hosted a fundraising lunch for Emanuel's 2002 campaign that netted $9,500 from top company executives.
Brendsel was later ousted in the accounting scandal.
Federal campaign records show that Emanuel received $25,000 from donors with ties to Freddie Mac in the 2002 campaign cycle, more than twice the amount collected that election by any other candidate for the U.S. House or Senate.
Emanuel joined the House in January 2003 and was named to the Financial Services Committee, where he also sat on the subcommittee that directly oversaw Freddie Mac. A few months later, Freddie Mac Chief Executive Officer Leland Brendsel was forced out, and the committee and subcommittee launched hearings to sort out the mess, spanning more than a year. Emanuel skipped every hearing, congressional records indicate.
Feinberg said Emanuel recused himself "from deliberations related to Freddie Mac to avoid even the appearance of favoritism, impropriety or a conflict of interest."

Hamdi was arrested for the first time from the family home in Bethlehem at 4:00 am, on 25 July 2008. He was woken by the sound of Israeli soldiers banging on the front door.
Hamdi's hands and feet were immediately tied and he was ordered to lie on the floor, as soldiers pointed their assault rifles and torches at him. Whilst on the ground, a number of soldiers slapped, kicked and beat him with their assault rifles. His hands were tied so tightly that they began to swell. After 15 minutes, Hamdi was blindfolded and placed on the floor of a military vehicle.
The military vehicle drove for around two hours during which time Hamdi was insulted, slapped and kicked by the soldiers sitting around him. One of the soldiers told Hamdi that they had killed his father because he was a terrorist and that they were going to kill all terrorists. At around 6:00 am the vehicle arrived at Ofer Interrogation and Detention Centre, near Ramallah. Hamdi was taken to a small room where he was again assaulted by a number of soldiers.
On 28 July 2008, four days after his arrest, Hamdi was interrogated whilst sitting handcuffed in front of a desk. The interrogator asked Hamdi whether he was a member of Islamic Jihad, an organisation banned by the Israeli authorities. Hamdi replied that he had nothing to do with the organisation and he supported independent members of the Fateh movement. The interrogation lasted about one hour and Hamdi was then taken back to his cell.
Several days later Hamdi was informed that he would be detained for three months without charge or trial in administrative detention. On 13 November 2008, Hamdi was released from administrative detention without having been charged with any offence. On 18 December 2008, one month after his release, Hamdi was again woken up at 2:00 am by the sound of Israeli soldiers banging on the front door of the family home. Around five or six soldiers entered the house and Hamdi was tied and blindfolded. He was again placed in a military vehicle and driven for half an hour to Etzion Interrogation and Detention Centre. On 21 December 2008, three days after his arrest, Hamdi was transferred to Ofer for interrogation. The interrogator wanted to know who Hamdi had met with since his release on 13 November, asked him about the flags flying from the roof of his house and what other activities he had been up to since his release. Hamdi replied that he had met with relatives and neighbours and had had no involvement in politics.
On 28 December 2008, Hamdi, without a lawyer or family member present, was taken before the Administrative Detention Court in Ofer Military Base. The military judge told Hamdi that there was a four month administrative detention order against him based on 'secret evidence'. Hamdi told the judge that he had not done anything wrong and was only arrested because his father had been targeted for assassination.
Hamdi's administrative detention order comes up for renewal on 15 April 2009.
Background information On 12 March 2008, Hamdi?s father was killed, along with three others, by an Israeli special unit in Bethlehem. The Israeli human rights organisation,
B’Tselem, investigated the circumstances of the killing and reported that in defiance of an Israeli High Court ruling, there was strong evidence to suggest that the operation was a targeted assassination. Hamdi's older brother also received an administrative detention order, as did the son of one of the other men killed on 12 March, Mohammad Balbol, who has been in administrative detention since 25 July 2008 (see DCI-Palestine - UA 1/08).
Administrative detention Administrative detention is detention without charge or trial and is often based on 'secret evidence'. Israeli Military Order 1591 empowers military commanders to detain Palestinians, including children as young as 12, for up to six months if they have 'reasonable grounds to presume that the security of the area or public security require the detention'. The initial six month period can be extended by additional six-month periods indefinitely. This procedure denies the detainee the right to a fair trial and the ability to adequately challenge the basis of his or her detention. There are currently at least 548 Palestinians being held by Israel without charge or trial in administrative detention, of which six are children. For more information visit DCI-Palestine website at

BRUSSELS - Day after day, cascading reports of some of the biggest names in journalism succumbing to the crisis strike fear in newsrooms around the globe.
In response, the European Federation of Journalists, (EFJ) has made an emergency call to the heads of all the political groupings in the European Parliament, warning that if the EU does nothing to save journalism, the sector is doomed.
Arne Koenig, the president of the EFJ and Aidan White, the federation’s general secretary, wrote to the parties on Friday (20 March), requesting they put the survival of journalism at the heart of their electoral campaigns and, after the June elections, ensure that whoever is nominated for the next European Commission be grilled to exact commitments from the EU executive body to protect journalism.
In the letter, seen by EUobserver, the journalist chiefs argue that the sector is “a cornerstone of European democracy,” and as such has as much, if not more of a need to be protected as the banks and car companies that have received billions.
“Democracy requires the provision of reliable, accurate and useful information as a public good. This implies that we need people and resources to produce and circulate it. We believe that journalism and media professionalism, which is the creative heart of European media, must be protected, nourished and encouraged to develop.”
They argue that the EU has been asleep at the wheel as economic disaster has engulfed the sector.
“When is the European Union going to wake up to the crisis facing media in Europe?” reads the letter.
“Over the past few months, the decline of journalism and media has been dramatically accelerating as a result of the recent economic downturn,” the two journalists’ leaders continue.
They note that the US sector has been hit particularly hard. Recently, giants from the Los Angeles Times to the Chicago Tribune, the Seattle Post-Intelligencer and the Christian Science Monitor have announced they are either bankrupt, merged with distant sister papers or ended their print editions entirely.
Europe has yet to be hit with the staggering losses that have hit the US newspaper industry, which is why the EU needs to act now, Messrs Koenig and White demand.
They want the new commission and the newly-elected parliament to launch a public debate at national and European level, about the future of media in Europe, focussing not only on communications policy or media convergence.
The journalism chiefs said that instead the inquiry must delve into how the commission itself can act and how it is to guide member states in defence of the sector.
“We must examine how the architecture of European politics and the structure of the European Commission do not permit a proper and integrated examination of media policy and a mechanism for developing new initiatives that will guide member states in their navigation of the uncertainties created by the media crisis.”
The EFJ has yet to receive a response from the leaders.

'Hope in the Mountains

Yesterday was a great day for the people of Appalachia and for all of America. In a bold departure from Bush-era energy policy, the Obama administration suspended a coal company's permit to dump debris from its proposed mountaintop mining operation into a West Virginia valley and stream. In addition, the administration promised to carefully review upward of 200 such permits awaiting approval by the U.S. Army Corps of Engineers.
With yesterday's action, President Obama has signaled his intention to save this region. His moratorium on these permits will allow the administration to develop a sensible long-term approach to dealing with this catastrophic method of coal extraction.
I join hundreds of Appalachia's embattled communities in applauding this news. Having flown over the coalfields of Appalachia and walked her ridges, valleys and hollows, I know that this land cannot withstand more abuse.
Mountaintop-removal coal mining is the greatest environmental tragedy ever to befall our nation. This radical form of strip mining has already flattened the tops of 500 mountains, buried 2,000 miles of streams, devastated our country's oldest and most diverse temperate forests, and blighted landscapes famous for their history and beauty. Using giant earthmovers and millions of tons of explosives, coal moguls have eviscerated communities, destroyed homes, and uprooted and sickened families with coal and rock dust, and with blasting, flooding and poisoned water, all while providing far fewer jobs than does traditional underground mining.
The backlog of permit applications has been building since Appalachian groups won a federal injunction against the worst forms of mountaintop removal in March 2007. But the floodgates opened on Feb. 13 when the U.S.
Court of Appeals for the 4th Circuit in Richmond overturned that injunction. Since then, the Corps has been working overtime to oblige impatient coal barons by quickly issuing the pending permits. Each such permit amounts to a death sentence for streams, mountains and communities.
Taken together, these pending permits threatened to lay waste to nearly 60,000 acres of mountain landscape, destroy 400 valleys and bury more than 200 miles of streams.
The Corps already had issued a dozen permits before the White House stepped in, and coal companies have begun destroying some of these sites. The bulldozers are poised for action on the rest. Typical of these is Ison Rock Ridge, a proposed 1,230-acre mine in southwest Virginia that would blow up several peaks and threaten a half-dozen communities, including the small town of Appalachia.
In a valiant effort to hold back destruction, the Appalachia Town Council, citing its responsibility for the "health, safety, welfare, and properties"
of its residents, recently passed an ordinance prohibiting coal mining within the town limits without approval from the council. But that ordinance lacks the power to override the Army Corps of Engineers' permit.
And while the Obama administration order will reverse the Bush-era policies and stop the pillaging elsewhere, the town of Appalachia remains imperiled.
The White House should now enlarge its moratorium to commute Appalachia's death sentence by suspending the dozen permits already issued. The Environmental Protection Agency should then embark on a rulemaking effort to restore a critical part of the Clean Water Act that was weakened by industry henchmen recruited to powerful positions in the Bush administration. Former industry lobbyists working as agency heads and department deputies issued the so-called "fill rule" to remove 30-year-old laws barring coal companies from dumping mining waste into streams. This step cleared the way for mountaintop removal, which within a few years could flatten an area of the Appalachians the size of Delaware. This change must be reversed to restore the original intent of the Clean Water Act and prevent mining companies from using our streams and rivers as dumps.
The Obama administration's decision to suspend these permits and take a fresh look at mountaintop removal is consistent with Obama's commitment to science, justice and transparency in government and his respect for America's history and values. The people of Appalachia, Va., and the other towns across the coalfields have been praying that Barack Obama's promise of change will be kept. Thanks to yesterday's decision, hope, not mining waste, is filling the valleys and hollows of Appalachia.

Wall Street's most storied firm is surviving on taxpayer dollars
While it was singed in the credit meltdown, Goldman Sachs, the alpha male of Wall Street, has emerged as a survivor. The cover of last week's Barron's heralded the resurrection of Goldman and Morgan Stanley - "the sole standouts," as Andrew Bary called them. The company's shares have rallied back above $100, and its market capitalization is nearly $47 billion. Goldman's emergence from the wreckage could be seen as yet another glorious chapter for the firm. Charles Ellis, in his book about Goldman, The Partnership, lionized the firm as the only company "with such strengths that it operates with almost no external constraints in virtually any financial market it chooses, on the terms it chooses, on the scale it chooses, when it chooses, and with the partners it chooses." For the paperback, Ellis might want to add the following proviso: so long as the government is willing to give it billions of dollars.
People sometimes refer to the firm as Government Sachs because so many of its former employees wind up in high positions in Washington (Robert Rubin, Henry Paulson, etc.). But the sobriquet sticks today because the company is heavily reliant on the government for support. Tally up the various forms of direct and indirect taxpayer assistance Goldman has received in the last several months, and it turns out that you and I are providing billions of dollars to bail out the proud firm. The former undisputed heavyweight champion of the financial services sector has become one of New York's biggest welfare queens.
Last fall, in the wake of the failure of Lehman Bros., Goldman transformed itself from an unregulated investment bank into a bank holding company so it could accept deposits. Like other banks, Goldman participated in the TARP program. On Oct. 28, Goldman sold $10 billion in preferred stock to the government, which bears an interest rate of 5 percent through 2013 (after which the rate bumps up to 9 percent). Like other TARP recipients, Goldman received capital on pretty easy terms. Just a month earlier, when Goldman raised $5 billion from investor Warren Buffett, it sold preferred shares that carried a 10 percent interest rate. (At the same time, Goldman also raised $10 billion in a public offering of stock.) The difference between borrowing $10 billion at 5 percent and borrowing $10 billion at 10 percent-in other words, the value of the government subsidy-is $500 million per year. David Viniar, the chief financial officer of Goldman, has made noises about paying back the TARP funds soon. But the firm hasn't made any moves to do so yet.
But wait-there's more! Last fall, concerned that financial firms could raise funds only by issuing expensive debt to the likes of Buffett, the Federal Deposit Insurance Corp. established a program to guarantee new unsecured debt sold by banks. Many banks felt they didn't need to participate. (Here's a list of those that have opted out.) While the FDIC discloses the amount of debt that has been issued under the program (about $250 billion by the end of January), it doesn't disclose which firms have tapped into this program. In November, Goldman was the first company to tap the program, issuing $5 billion in three-year notes at a 3.367 percent rate. On March 12, it sold another $5 billion. In all, the company says it has sold $21 billion in such bonds. Thanks to the government guarantee, and accounting for fees, Goldman is saving several hundred million dollars per year in interest.
And there's still more! A good chunk of the money taxpayers gave to AIG as part of the bailout found its way to financial institutions-including Goldman Sachs. Here's the full list of AIG counterparties, which documents payments made by different entities. AIG's securities lending unit paid Goldman $4.8 billion, Maiden Lane III (the entity created to unwind credit default swaps) paid Goldman $5.6 billion, and AIG has posted another $2.5 billion in collateral to Goldman. Goldman, and many other firms, made the mistake of a) buying insurance from a company that, it turned out, couldn't make good on its insurance contracts, and b) borrowing securities from, and lending securities to, a company that essentially went bankrupt. In normal bankruptcies, firms in these in situations have to get in line with other creditors and ultimately settle for a fraction of the amounts they're owed.
As Eliot Spitzer pointed out, because the government didn't let AIG formally file for bankruptcy, Goldman, and so many others, have instead been made whole.
Goldman may still be an outstanding company, as Barron's argues. But without the expensive federal crutches, the firm would likely be limping.
